Terminal fees integrated in airline tickets not a cause for concern for those exempted — MIAA

MANILA — The Manila International Airport Authority (MIAA) on Monday clarified that the integration of terminal fees into the cost of airline tickets was not a cause for concern for those exempted.

MIAA raised the issue after concerns were raised by non-government organizations (NGOs) and overseas Filipino worker (OFW) groups over the said development.

In a statement, MIAA said that it fully recognizes the law that exempts OFWs from payment of airport fees, subject to presentation of proof of entitlement.

A refund mechanism was established for exempted passengers who will buy their tickets either abroad or online.

“There is no cause for concern over what has been repeatedly aired by those opposing the integration as figures would tell that there is only a few number of OFWs and others who are exempted that would have to line up for refund,” MIAA said.

“The public will better appreciate the great benefit that the integration brings to passengers departing from NAIA (Ninoy Aquino International Airport),” it added.

MIAA said that before integration, all those exempted will line up, either to pay or validate their exemption certificates.

To recall, MIAA earlier announced that the integration of the Php550 terminal fee into the price of airline tickets has been deferred from October to November this year.

MIAA Officer-in-Charge Vicente Guerzon said that this deferment will allow the agency to adequately inform passengers about the mechanics of implementation.

Guerzon, meanwhile, assured that this will be the last time integration of the terminal fee will be deferred.

MIAA said that integration will be upon booking or ticket purchase. If at the time of purchase no exemption certificate is presented, the Php550 terminal will be included to the cost of ticket.

For OFWs who upon purchase of ticket, were charged the Php550 terminal fee, same may be refunded at the NAIA Terminals upon departure, 24/7.

Refund by representative and group refunds on the other hand, may be done at the MIAA Administration building from 8 a.m. – 5 p.m. Mondays to Fridays except holidays.

Bulk refund will apply greatly to manning associations and recruitment agencies, the employer or foreign principal in most cases, as they pay for the OFWs’ airfare, including terminal fee.

This will also apply to Muslim Filipinos participating in the annual pilgrimage to Mecca as well as athletes participating in competitions abroad.
