TACLOBAN CITY – Labor director for Eastern Visayas Exequiel Sarcauga lauded President Benigno Aquino III for the innovations and improvements he has done for the country, and even more grateful for showing concern to the labor force.

“Personally, of all presidents we have, while the issues are always there, but all things being equal he was able to surpass the accomplishments of other Presidents,” he said.

“We are very thankful because he is very concerned about the labor force, especially on the inclusive growth,” he added.

With inclusive growth, no one is left out; as the country progresses, so its people, he stated.

Sarcauga specifically cited the move of President Aquino to open 372 plantilla positions for labor laws compliance officer last year, more than double of their existing officers.

The act, he said, allowed more workers the chance to get visited and check on the compliance of their employers as to the labor standards.

“That in itself is already remarkable because it’s as if you’re opening another government agency with that plantilla positions. That’s how serious he is to help all sectors and not just a particular sector,” he said.

The opening of additional slots for labor laws compliance officer was in response to the new program implemented by Labor Secretary Rosalinda Baldoz encouraging voluntary compliance with labor laws by employers.

Officers are to visit establishments, whether or not they have violations, for assessment. During the process the management and the worker representatives are present.

A result of the assessment will be provided to the employer right after the assessment. If there are violations then the management will be given a certain period to comply depending on the gravity of infraction. If there is none the establishment will be given a certificate of compliance duly signed by the labor secretary.

Sarcauga said that he looked forward to hearing the President present the extent of his accomplishments on Monday when he delivers his State of the Nation Address (SONA).

“Hopefully, he will have more vigor and enthusiasm to pursue further his remaining term so he could deliver more programs that he wanted the Filipino people to benefit,” he added.
