(Photo: <a href=\"https:\/\/twitter.com\/ambmacnaughton?lang=en\">David MacNaughton\/ twitter<\/a>)<\/figcaption><\/figure>\n<p>OTTAWA \u2013Canada&#8217;s envoy to Washington has shot back at criticism by President Donald Trump and U.S. milk producers, saying the facts don&#8217;t support a charge that the Canadian dairy industry is to blame for the woes of some American farmers.<\/p>\n<p>\u201cCanada does not accept the contention that Canada&#8217;s dairy policies are the cause of financial loss for dairy farmers in the United States,\u201d Ambassador David MacNaughton said in a letter to the governors of Wisconsin and New York that was released Tuesday night in rebuttal to Trump&#8217;s surprise criticism of Canada earlier in the day.<\/p>\n<p>\u201cThe facts do not bear this out.\u201d<\/p>\n<p>The U.S. president&#8217;s surprise decision to call out Canada by name Tuesday put dairy farmers north of the border on notice that they are in America&#8217;s fair-trade sights.<\/p>\n<p>Trump launched his broadside after a brewing trade spat that has seen the U.S. dairy lobby accuse Canada of \u201csystemic disregard\u201d of its trade obligations, while the Canadian industry accused its American rival of \u201cscapegoating.\u201d<\/p>\n<p>Trump also signalled he wants to do more than simply tweak the North American Free Trade Agreement, saying he is looking for \u201cvery big changes\u201d to the trilateral pact that includes Mexico, or else he will scrap it once and for all.<\/p>\n<p>Trump levelled the threats \u2013 some of his strongest-ever anti-Canadian rhetoric \u2013 during an event at a Wisconsin factory where he unveiled his \u201cBuy American-Hire American\u201d executive order.<\/p>\n<p>After what has been a relatively warm beginning in relations with Canada, which included what was seen by many as a positive trip to Washington by Prime Minister Justin Trudeau, Trump dropped the gloves on Canada&#8217;s well-guarded dairy sector.<\/p>\n<p>He appeared to be taking dead aim at the industry, its coveted supply-management system long a sacred political cow in Canada, during an appearance in Wisconsin, a state he took from the Democrats with his \u201cAmerica First\u201d anti-trade message.<\/p>\n<p>It is also a state that is feeling the effects of Canada&#8217;s decision to impose import taxes on ultra-filtered milk, a protein liquid concentrate used to make cheese. It had been duty-free but Canada changed course after its milk producers complained.<\/p>\n<p>A spokeswoman for Canada&#8217;s dairy industry said Tuesday night there has not been any new taxes on dairy imports.<\/p>\n<p>About 70 dairy producers in both Wisconsin and New York are affected by the decision. Trump promised to work with Wisconsin&#8217;s congressional delegation to get a solution after the governors of Wisconsin and New York urged him to take action.<\/p>\n<p>Last week, Trump received a letter from four U.S. dairy industry groups \u2013 the National Milk Producers Federation, the U.S. Dairy Export Council, the International Dairy Foods Association and the National Association of State Departments of Agriculture \u2013 that accused Canada of violating its trade commitments to the U.S.<\/p>\n<p>\u201cTime and again Canada has demonstrated its disregard of its dairy commitments to the United States \u2013 hampering America&#8217;s exports to Canada \u2013 while pursuing ways to use its government-controlled system to unfairly dump greater Canadian exports in global markets.\u201d<\/p>\n<p>The Dairy Farmers of Canada, which has previously denounced the complaints as \u201cfalsehoods and half-truths,\u201d said Tuesday it was confident the federal government would continue to defend the dairy industry.<\/p>\n<p>MacNaughton backed the organization&#8217;s position that Canada has done nothing to block U.S. imports, and that the predicament is the result of an \u201cover-saturated\u201d market that has led to lower prices.<\/p>\n<p>MacNaughton attached a report from the U.S. Department of Agriculture that he said \u201cindicates that poor results in the U.S. sector are due to U.S. and global overproduction. As made clear in the report, Canada is not a contributor to the overproduction problem.\u201d<\/p>\n<p>He said the trade balance on dairy \u201cmassively\u201d favours the U.S. by a five-to-one margin.<\/p>\n<p>MacNaughton called Canada-U.S. relations a \u201cmodel\u201d for the world, \u201cbut it is important that we work together to grow middle-class jobs and not lay blame where is does not belong.\u201d<\/p>\n<p>Trump, however, blamed Canada for \u201csome very unfair things have happened to our dairy farmers and others and we&#8217;re going to start working on that.\u201d<\/p>\n<p>Standing up for dairy farmers in Wisconsin \u201cdemands fair trade with all of our trading partners,\u201d Trump said, \u201cand that includes Canada.\u201d<\/p>\n<p>The work would start immediately, he added.<\/p>\n<p>\u201cWhen it comes to wasteful destructive job killing regulations, we are going to use a tool you know very well \u2013 it&#8217;s called the sledgehammer,\u201d he said.<\/p>\n<p>\u201cWe&#8217;re going to get together and we&#8217;re going to call Canada, and we&#8217;re going to say, &#8216;What happened?&#8217; And they might give us an answer, but we&#8217;re going to get the solution and not just the answer, because we know what the solution is.\u201d<\/p>\n<p>Trump also criticized the U.S. trading regime, which calls for a waiting period, and consultations that can stretch to three months or beyond. He suggested it has stalled his attempt to renegotiate NAFTA.<\/p>\n<p>\u201cThe whole thing is ridiculous.
