Garcia was named Director V, equivalent to general manager, of the Metro Rail Transit-3.<\/p>\n<p>Garcia, whose appointment papers was signed by the President last February 24, replaced Roman R. Buenafe who resigned in October 2016.<\/p>\n<p>Meanwhile, Transportation assistant secretary Cesar B. Chavez was promoted to undersecretary for rail replacing Noel Eli B.
