Panfilo Lacson said that he cannot yet schedule a probe into the new testimony of retired SPO3 Arthur Lasca\u00f1as \u2013alleged head of the so-called vigilante group Davao Death Squad \u2013unless he submits his affidavit.<\/p>\n<p>Lacson, chair of the Senate Committee on Public Order and Dangerous Drugs, said that his office has already followed up Lasca\u00f1as affidavit and will schedule a date on the hearing to comply with the three-day notice rule.<\/p>\n<p>\u201cI can&#8217;t schedule a hearing without the sworn statement of Lasca\u00f1as. That&#8217;s a requirement,\u201d Lacson said in a radio interview on DWIZ Saturday.<\/p>\n<p>As of now, the probe into Lasca\u00f1as\u2019 testimony was referred to Lacson\u2019s committee after 10 out of 24 senators voted to proceed with the hearing.<\/p>\n<p>Lacson said that if there will be no intervention from any of his colleagues, it will remain in his committee.<\/p>\n<p>However, if there will be an intervention before Lasca\u00f1as submits his affidavit, he might no longer have the jurisdiction to schedule a hearing.<\/p>\n<p>To recall, Sen. Richard Gordon, chair of the Senate Committee on Justice, opposed the idea of conducting the hearing on Lasca\u00f1as\u2019 testimony noting that his committee previously ruled out the existence of a so-called vigilante group, Davao death squad.<\/p>\n<p>Gordon led the Senate probe into the alleged extrajudicial killings on October 2016 where Lasca\u00f1as denied the existence of a death squad. However, on Monday (February 20), the retired cop retracted his first testimony and claimed that there was indeed a death squad hired to kill criminals and non-criminals in Davao City<\/p>\n<p>Sen. Alan Peter Cayetano insisted that it should be Gordon\u2019s committee to hear the Lasca\u00f1as\u2019 testimony.<\/p>\n<p>Senate Majority Leader Vicente Sotto III moved to refer both Gordon\u2019s and Cayetano\u2019s speeches to the Senate Committee on Rules, which he chairs, to study further the points they raised.<\/p>\n<p>Lacson said that if his committee already has the affidavit and the Rules Committee has no decision yet he will push through with it because there&#8217;s no intervention.<\/p>\n<p>He reiterated that he was not \u201cwilling\u201d to hear Lasca\u00f1as\u2019 testimony out of respect for Gordon but noted that it was his obligation to do so.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>MANILA \u2013Sen.
