(Photo: Marcelino Pascua\/PCOO)<\/figcaption><\/figure>\n<p>MANILA \u2013 Malaca\u00f1ang has issued a memorandum directing heads of departments, bureaus, and other government offices to refrain from addressing President Rodrigo Duterte as \u201cHis Excellency\u201d and the Cabinet members as \u201cHonorable\u201d in all official communications.<\/p>\n<p>The move is \u201cin keeping with his [Pres. Duterte) populist presidential style, he encourages less ceremonial communications,\u201d Presidential Spokesperson Ernesto Abella said.<\/p>\n<p>The memorandum was signed by Executive Secretary Salvador Medialdea last July 16 and was posted on social media Facebook.<\/p>\n<p>\u201cAs a matter of policy, the President has instructed that the President shall be addressed in all official communications, events, or materials as \u201cPresident Rodrigo Roa Duterte\u201d only, and without the term \u201cHis Excellency,\u201d stated in the memorandum.<\/p>\n<p>\u201cAll members of the Cabinet shall be addressed in all official communications submitted to Office of the President as \u201cSecretary\u201d only, and without the term \u201cHonorable,\u201d it added.<\/p>\n<p>Medialdea, however, said all government agencies and offices, in their discretion, \u201cmay use the term \u2018Honorable\u2019 in addressing their respective heads of offices in their internal communications and documents.\u201d<\/p>\n<p>Duterte, the country\u2019s 16th president, is known for his simple living despite being the mayor of Davao City for 23 years. He also once served as congressman of the first district of Davao City.<\/p>\n<p>Recently, Pres.
