MANILA, Philippines \u2014 \u201cShe\u2019s an open target.\u201d<\/p>\n

Justice Secretary Leila de Lima informed the media Tuesday that alleged pork barrel scam mastermind and businesswoman Janet Lim-Napoles \u201cspilled the beans on the three senators\u201d during their meeting at the Ospital ng Makati.<\/p>\n

\u201cShe realized that the longer that she remains silent, the more her life remains at risk\u2026 She said that there are threats through texts, through phone calls and sometimes her family is the target,\u201d de Lima said.<\/p>\n

De Lima said that Napoles has been receiving threats to her life and family. Napoles clutched a rosary as the two women spoke.<\/p>\n

Napoles reportedly implicated Senators Juan Ponce Enrile, Jinggoy Estrada, and Ramon \u201cBong\u201d Revilla Jr. in the misuse of Priority Development Assistance Fund (PDAF), which amounted to P10 billion.<\/p>\n

Prior to their meeting at the Ospital ng Makati, de Lima gave Napoles three conditions.<\/p>\n

\u201cI told her, one she should tell all, tell everything; second, it\u2019s only me whom she should talk to,\u201d de Lima said.<\/p>\n

The third condition is that de Lima doesn\u2019t guarantee that she would make Napoles a state witness any time soon.<\/p>\n

Despite the three senators\u2019 vehement denial of their involvement in the scam, de Lima maintained that the government has \u201ca strong case\u201d against them.<\/p>\n

\u201cWe have always maintained that we have a strong case\u2026 The objective here is truth seeking,\u201d de Lima said.<\/p>\n

With Napoles\u2019 statements documented in her affidavit, De Lima said that the Department of Justice (DOJ) and National Bureau of Investigation (NBI) will evaluate the documents to determine if Napoles is qualified to be a state witness.<\/p>\n

\u201cShe desires to be a state witness and we would look into what could be done,\u201d de Lima said. \u201cWe have not totally closed our doors on the possibility\u2026 If the findings of the DOJ and the NBI proved plausible, then we will hand it over to the Office of the Ombudsman.\u201d<\/p>\n

Napoles\u2019 claims will be double-checked and compared with Benhur Luy\u2019s statements for confirmation.<\/p>\n

\u201cWe cannot take her word hook, line, and sinker,\u201d de Lima said.<\/p>\n
