{"id":75990,"date":"2016-05-17T07:37:39","date_gmt":"2016-05-17T11:37:39","guid":{"rendered":"https:\/\/canadianinquirer.net\/v1\/?p=75990"},"modified":"2016-05-17T07:37:39","modified_gmt":"2016-05-17T11:37:39","slug":"palace-downplays-allegations-public-funds-spent-campaign","status":"publish","type":"post","link":"https:\/\/canadianinquirer.net\/v1\/2016\/05\/17\/palace-downplays-allegations-public-funds-spent-campaign\/","title":{"rendered":"Palace downplays allegations public funds spent on campaign"},"content":{"rendered":"<figure id=\"attachment_56824\" aria-describedby=\"caption-attachment-56824\" style=\"width: 851px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2015\/07\/11110442_1033675633327376_1387635719730305631_n.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-56824\" src=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2015\/07\/11110442_1033675633327376_1387635719730305631_n.png\" alt=\"The Malaca\u00f1ang Palace (Facebook photo)\" width=\"851\" height=\"315\" srcset=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2015\/07\/11110442_1033675633327376_1387635719730305631_n.png 851w, https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2015\/07\/11110442_1033675633327376_1387635719730305631_n-300x111.png 300w, https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2015\/07\/11110442_1033675633327376_1387635719730305631_n-600x222.png 600w\" sizes=\"auto, (max-width: 851px) 100vw, 851px\" \/><\/a><figcaption id=\"caption-attachment-56824\" class=\"wp-caption-text\">The Malaca\u00f1ang Palace (<a href=\"https:\/\/www.facebook.com\/malacanang\" target=\"_blank\">Facebook photo<\/a>)<\/figcaption><\/figure>\n<p>MANILA \u2013 Malaca\u00f1ang on Tuesday downplayed accusations that the Aquino government spent public money on presidential campaign and would leave the incoming administration with limited resources for its priority programs.<\/p>\n<p>Presidential Communications Operations Office (PCOO) Secretary Herminio Coloma Jr. stressed that these allegations were \u201cuntrue and without factual basis.\u201d<\/p>\n<p>\u201cThe Aquino administration has always adhered to the principles of sound fiscal management in handling the people\u2019s funds and shall pass on to the incoming administration a robust, liquid and financially stable national coffers,\u201d he said in a Palace press briefing.<\/p>\n<p>Coloma said the allegations only reflected a lack of knowledge and understanding on how the National Budget was actually spent.<\/p>\n<p>The Department of Budget and Management (DBM) announced that it has already released about Php2.5 trillion to government agencies, representing 83.5 percent of the total Php3.002-trillion national budget for 2016, as embodied in the General Appropriations Act (GAA).<\/p>\n<p>Coloma explained that in the national budgeting process, the word \u201crelease\u201d simply means \u201cauthority to obligate.\u201d<\/p>\n<p>\u201cIt does not equate to disbursements or actual spending as the funds still need to be obligated first before these can be disbursed by the government agencies,\u201d he said.<\/p>\n<p>The PCOO chief said that after the budget was released, the concerned government agency must submit and secure approval for a work and financial plan from the DBM and this served as the basis for obligating certain amounts for specific projects.<\/p>\n<p>Coloma said once these projects had been deemed obligated, the agency would secure Notices of Cash Allocation (NCAs) from the DBM, which they would present to the Bureau of Treasury to obtain checks.<\/p>\n<p>\u201cWhile it is true that releases have reached more than Php2 trillion, total funds obligated and covered by NCAs or Notices of Cash Allocation reached only Php464.33 billion as of the first quarter of the year.
