I was encouraged by the high number of people who chose to exercise their democratic rights,\u201d Jessen said.<\/p>\n<p>In a separate statement, Spain, a member of the EU, also praised Filipinos and Philippine authorities on the orderly manner of the elections, which recorded an 81 percent turnout.<\/p>\n<p>Both the EU and Spain said they look forward to working closely with Duterte\u2019s administration. President-elect Duterte takes over the reins of government as Chief Executive from his predecessor, Benigno S.
