Trillanes IV on Thursday filed before the Office of the Ombudsman (Ombudsman) a complaint for plunder against Davao City Mayor Rodrigo &#8220;Digong&#8221; Duterte.<\/p>\n<p>In his complaint, Trillanes cited the expenditures incurred by Davao City for the alleged former &#8220;ghost employees&#8221;
