{"id":72497,"date":"2016-03-16T00:29:19","date_gmt":"2016-03-16T04:29:19","guid":{"rendered":"https:\/\/canadianinquirer.net\/v1\/?p=72497"},"modified":"2016-04-05T23:22:42","modified_gmt":"2016-04-06T03:22:42","slug":"ic-chief-cites-need-include-casinos-amla-covered-entities","status":"publish","type":"post","link":"https:\/\/canadianinquirer.net\/v1\/2016\/03\/16\/ic-chief-cites-need-include-casinos-amla-covered-entities\/","title":{"rendered":"IC chief cites need to include casinos as AMLA covered entities"},"content":{"rendered":"<figure id=\"attachment_45359\" aria-describedby=\"caption-attachment-45359\" style=\"width: 1000px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2015\/03\/pesos-money-peso-2.jpg\" rel=\"attachment wp-att-45359\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-45359\" src=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2015\/03\/pesos-money-peso-2.jpg\" alt=\"(ShutterStock image)\" width=\"1000\" height=\"664\" srcset=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2015\/03\/pesos-money-peso-2.jpg 1000w, https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2015\/03\/pesos-money-peso-2-300x199.jpg 300w, https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2015\/03\/pesos-money-peso-2-900x598.jpg 900w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/a><figcaption id=\"caption-attachment-45359\" class=\"wp-caption-text\">(ShutterStock image)<\/figcaption><\/figure>\n<p>MANILA \u2013 Insurance Commissioner Emmanuel Dooc on Tuesday stressed the need to \u201cput more teeth\u201d on the country\u2019s Anti-Money Laundering Act (AMLA) following the transfer of about USD 81 million reportedly stolen from Bangladesh Bank (BB).<\/p>\n<p>In his opening statement during the Senate hearing on the illegal cross-border transactions, Dooc said the inter-agency Anti-Money Laundering Council (AMLC) \u201chas been vigorously implementing the law despite some loopholes or deficiencies.\u201d<\/p>\n<p>\u201cHowever, money laundering investigation and subsequent filing of money laundering cases are only remedial measures to protect the integrity of the financial system and to ensure that the Philippines shall not be used as a money laundering site of the proceeds of crime,\u201d he said.<\/p>\n<p>The IC chief said preventive measures such as putting the right and appropriate legal and institutional framework was a good way of preventing money laundering.<\/p>\n<p>President Benigno Aquino III signed on Feb. 15, 2013 Republic Act (RA) 10167, otherwise known as the amended Anti-Money Laundering Law.<\/p>\n<p>Dooc said that \u201cdespite these huge efforts to improve the system, there still remain strategic deficiencies which make the Philippines vulnerable to the risk of money laundering\u201d since casinos were still not covered by AMLA.<\/p>\n<p>This is the gap seen by erring individuals who were able to launder funds taken from BB, the central bank of that country, and were traced to have been remitted to accounts that were with the Rizal Commercial Banking Corp. (RCBC) Jupiter, Makati City branch.<\/p>\n<p>The IC chief said the issue raised the question on need to include casino and casino operators under the anti-money laundering law.<\/p>\n<p>He pointed out that \u201cthe thing speaks for itself.\u201d<\/p>\n<p>\u201cThe lessons we learned from this recent episode is unmistakable. We have to put more teeth in our laws so that we can stop criminal elements from exploiting the deficiencies in our existing laws. These are the gaping holes in our laws.
