(Photo from <a href=\"https:\/\/www.facebook.com\/mar.roxas.official\/\" target=\"_blank\">Roxas&#8217; official Facebook page<\/a>)<\/figcaption><\/figure>\n<p>MANILA \u2013 Malaca\u00f1ang on Monday decried allegations by Vice President Jejomar Binay that ruling Liberal Party (LP) is using about Php 100 billion of the government\u2019s bottom-up budgeting (BuB) fund for Mar Roxas\u2019 presidential bid.<\/p>\n<p>Presidential Spokesperson Edwin Lacierda, in a statement said, Binay, who is running for President in the May 2016 polls, \u201cis atrociously ignorant of the concept of BuB.\u201d<\/p>\n<p>\u201cWhere has he been for the last five and a half years? BuB does not go directly to the person.
