The former Department of Interior and Local Government (DILG) chief was recently endorsed by President Benigno \u201cNoynoy\u201d Aquino III\u2019s as his \u2018anointed one\u2019 or preferred successor.<\/p>\n<p>Binay, who used to be a frontrunner, placed second in June and third in September with 35 percent preference rate.
