OTTAWA \u2013 Prime Minister Stephen Harper is backing up former chief of staff Nigel Wright\u2019s testimony at the criminal trial of embattled senator Mike Duffy.<\/p>\n

Speaking at a campaign event in Vancouver, Harper is echoing Wright\u2019s version of their famous encounter with Duffy at a Conservative caucus meeting in February 2013.<\/p>\n

He says he told the senator that his disallowed expenses \u201ccould not be justified,\u201d since Duffy hadn\u2019t actually incurred the expenses \u2013 \u201cregardless of what the rules are.\u201d<\/p>\n

Harper says he told Duffy that he should repay the expenses.<\/p>\n

Once the expenses were repaid, Harper says it was his belief that Duffy had paid them back himself.<\/p>\n

When he learned that in fact Wright had made the $90,000 payment on Duffy\u2019s behalf, Harper says he made the information public and \u201ctook the appropriate action.\u201d<\/p>\n

That is presumably a reference to the fact that Wright left the Prime Minister\u2019s Office soon after, although it\u2019s never been clear whether he resigned or was \u201cdismissed,\u201d as Harper has said publicly.<\/p>\n

\u201cMr. Duffy came to me, and I said to him that his expenses, in my judgment, could not be justified,\u201d Harper told a news conference in Vancouver.<\/p>\n

Harper said it was always his understanding that Duffy would repay the expenses himself.<\/p>\n
