or the proposed \u201cCompassionate Use of Medical Cannabis Act,\u201d a lawmaker from Isabela expressed support and attested the beneficial uses of the drug.<\/p>\n<p>Representative Rodolfo Albano III admitted using marijuana and testified how it increased the \u2018absorptive capacity\u2019 of his brain while studying in college.<\/p>\n<p>\u201cI was just staring at the teacher in a
