MANILA — The Sandiganbayan approved on Monday the request of detained Senator Jinggoy Estrada to issue a subpoena on various documents pertaining to the hard disk drive of primary pork barrel scam whistle-blower Benhur Luy.<\/p>\n

The Sandiganbayan Fifth Division directed Atty. Rodolfo Noel Quimbo, director general of the Senate Committee on Accountability of Public Officers and Investigations (Blue Ribbon), \u201cto personally or through a representative\u201d submit to the court copies of documents extracted from the external hard drive of Luy.<\/p>\n

Estrada also requested the anti-graft court to ask Senate Blue Ribbon committee chairman Senator Teofisto Guingona III or his director-general to be summoned by the court to personally transmit the requested documents.<\/p>\n

But the Fifth Division only granted the request to Quimbo or his authorized representative, said Clerk of court lawyer Teresa Pabulayan.<\/p>\n

Among the documents ordered to be presented in court was the forensic examination report on Luy\u2019s external hard drive submitted by the National Bureau of Investigation (NBI) when the committee was still investigating the pork barrel scam in 2013.<\/p>\n

The court also ordered the presentation of the committee\u2019s own digital copies as well as printed copies of any files contained in Luy\u2019s external hard drive.<\/p>\n

Composed of over 1,000 pages, Luy\u2019s external hard drive supposedly details the transactions of the fake foundations allegedly owned by businesswoman Janet Lim-Napoles with several lawmakers from 2004 to 2012.<\/p>\n

Luy had earlier said that the \u201ctransactions\u201d refer to the lawmakers’ allocation of their Priority Development Assistance Fund (PDAF), more commonly known as pork barrel, to the Napoles-linked foundations for \u201cghost projects\u201d in exchange for kickbacks.<\/p>\n

He and the other whistle-blowers had earlier testified that when the pork barrel scam started hitting the headlines in 2013, Napoles ordered the shredding of massive documents that might implicate her in the anomaly.<\/p>\n

But Luy claimed he was able make back-up copies in his external hard drive of some of these shredded documents, such as vouchers, endorsement letters from the lawmakers, and special allotment release orders under his Daily Disbursement Report folder.<\/p>\n
