{"id":51837,"date":"2015-06-15T11:37:44","date_gmt":"2015-06-15T03:37:44","guid":{"rendered":"https:\/\/canadianinquirer.net\/v1\/?p=51837"},"modified":"2015-06-15T11:37:44","modified_gmt":"2015-06-15T03:37:44","slug":"ph-to-un-chinas-reclamation-activities-a-global-concern","status":"publish","type":"post","link":"https:\/\/canadianinquirer.net\/v1\/2015\/06\/15\/ph-to-un-chinas-reclamation-activities-a-global-concern\/","title":{"rendered":"PH to UN: China\u2019s reclamation activities a global concern"},"content":{"rendered":"<figure id=\"attachment_51840\" aria-describedby=\"caption-attachment-51840\" style=\"width: 1002px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2015\/06\/Panganiban-Reef.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-51840\" src=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2015\/06\/Panganiban-Reef.png\" alt=\"China's recent land reclamation efforts on Panganiban (Mischief) Reef in the Spratly Islands (Photo courtesy of Asia Maritime Transparency Initiative)\" width=\"1002\" height=\"603\" srcset=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2015\/06\/Panganiban-Reef.png 1002w, https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2015\/06\/Panganiban-Reef-300x181.png 300w\" sizes=\"auto, (max-width: 1002px) 100vw, 1002px\" \/><\/a><figcaption id=\"caption-attachment-51840\" class=\"wp-caption-text\">China&#8217;s recent land reclamation efforts on Panganiban (Mischief) Reef in the Spratly Islands (Photo courtesy of Asia Maritime Transparency Initiative)<\/figcaption><\/figure>\n<p>MANILA \u2013 During the UN Convention on the Law of the Sea (Unclos) meeting, Philippine Representative Lourdes Yparraguirre raised the issue of China\u2019s progressing land reclamation activities which should be of global concern.<\/p>\n<p>Despite calls for a halt, China still continued building massive artificial lands in Panganiban Reef (Mischief Reef) in the disputed West Philippine Sea (South China Sea).<\/p>\n<p>\u201c[China\u2019s island-building] threatens the integrity of the convention, our constitution for the oceans,\u201d Yparraguirre said, noting that the Unclos was signed by the Philippines and China.<\/p>\n<p>According to the Department of Foreign Affairs (DFA), the Unclos \u2018defines the rights and responsibilities\u2019 of the said countries \u2018with respect to the use of the world\u2019s oceans, and establishes guidelines for businesses, the environment and the management of marine natural resources.\u2019<\/p>\n<p>But even with the Unclos, Yparraguirre pointed out that China continued to trespass the Philippine\u2019s territory, depriving the latter of its rights to its exclusive economic zone (EEZ).<\/p>\n<p>Yparraguirre cited one example that in 2012, China agreed to withdraw its naval presence in Panatag Shoal (Scarborough Shoal) which was within the Philippines\u2019 EEZ. But until now, China continued to control the shoal and even prohibited Filipino fishermen in the area.<\/p>\n<p>Aside from disregarding the Unclos, China also violated the China Declaration on the Conduct of Parties in the South China Sea, the Convention on Biological Diversity, and the Convention on International Trade in Endangered Species of Wild Fauna and Flora.<\/p>\n<p>\u201cTo undertake\u2026 [China\u2019s] ocean filling or reclamation\u2026 has had to dredge out and pulverize entire systems of coral reefs that took many centuries to grow, reducing them to landfill, and thus devastating the already fragile marine ecosystem and biodiversity of the region by irreparably destroying the habitat of depleted, threatened or endangered species and other forms of marine life,\u201d Yparraguirre said, pointing out that China\u2019s massive land reclamation activities had already amounted to an estimated economic loss of $281 million.<\/p>\n<p>\u201cThere should be no attempt to assert territorial or maritime claims through intimidation, coercion or force, including through unilateral and aggressive action such as massive, large-scale land reclamation.
