{"id":44421,"date":"2015-03-09T21:09:47","date_gmt":"2015-03-09T13:09:47","guid":{"rendered":"https:\/\/canadianinquirer.net\/v1\/?p=44421"},"modified":"2015-03-09T21:09:47","modified_gmt":"2015-03-09T13:09:47","slug":"bicam-deadlocked-over-joint-resolution-on-emergency-powers","status":"publish","type":"post","link":"https:\/\/canadianinquirer.net\/v1\/2015\/03\/09\/bicam-deadlocked-over-joint-resolution-on-emergency-powers\/","title":{"rendered":"Bicam deadlocked over joint resolution on emergency powers"},"content":{"rendered":"<figure id=\"attachment_22321\" aria-describedby=\"caption-attachment-22321\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2014\/08\/Congress.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-22321\" src=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2014\/08\/Congress.jpg\" alt=\"(Malacanang stock photo)\" width=\"600\" height=\"410\" srcset=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2014\/08\/Congress.jpg 600w, https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2014\/08\/Congress-300x205.jpg 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/a><figcaption id=\"caption-attachment-22321\" class=\"wp-caption-text\">(Malacanang stock photo)<\/figcaption><\/figure>\n<p>MANILA &#8212; The bicameral conference committee ended up in stalemate on Monday after both panels of Congress failed to agree on pass-on provision of the Joint Resolution No. 12, granting President Benigno Aquino III special authority to address the imbalanced power supply this summer in the Luzon grid.<\/p>\n<p>In the second bicam meeting, the Senate panel pressed for pass-on scheme amounting to four centavos per kilowatt hour while using the interruptible load program (ILP) by tapping the Malampaya Funds as subsidy.<\/p>\n<p>The House panel, however, insisted the no-pass-on method and instead pushed for Malampaya Fund as the sole source of fund for subsidy to the participants of the ILP in generating additional power capacity.<\/p>\n<p>Senator Serge Osmena, head of the Senate panel, said the Electric Power Industry Reform Act (EPIRA) mandates that any expenses for the acquisition of additional power supply should be pass on to the consumers.<\/p>\n<p>\u201dWe have to treat everybody equally and you are getting what you want except that you want to get it in a certain way which is against the policy of the EPIRA because it should be pass through. So that\u2019s where we\u2019re stuck,\u201d Osmena said.<\/p>\n<p>Osmena also said it was not proper that government would shoulder all the expenses in generating additional supply for Luzon grid when the consumers of Cebu and Davao were paying the use of ILP.<\/p>\n<p>\u201dI agree to providing the money but don\u2019t use the conduct of the non-pass through because this is already established practice in the EPIRA. They opposed. I cannot understand their reasons,\u201d Osmena said.<\/p>\n<p>Asked when the bicam meeting will resume, Osmena said: \u201cI don\u2019t know when. It could be tomorrow. Don\u2019t worry everything will be fine.\u201d<\/p>\n<p>\u201dIf we meet again, that\u2019s another bicam. But as of now we have not scheduled when the next bicam would happen. We are going to sleep on it tonight, think about it,\u201d Osmena said.<\/p>\n<p>Osmena raised the possibility that the bicam won\u2019t be able to pass the Joint Resolution No. 12, which President Aquino asked from Congress in September last year to grant him authority to address power crisis.<\/p>\n<p>\u201dYes, there\u2019s a possibility we won\u2019t but believe me the ILP is working anyway.
