Ramos (Wikipedia photo)<\/figcaption><\/figure>\n<p>MANILA &#8211; Complacency and the &#8220;laid-back attitude&#8221; of government officials, peace negotiators, and field commanders are to blame for the recent massacre in Mamasapano, Maguindanao, according Former President Fidel V.
