Divers reaching the tail Thursday said they did not see bodies trapped in the broken-off tail section.<\/p>\n<p>It&#8217;s not clear what caused the crash, but bad weather is believed to have been a factor. The pilot told air traffic control he was approaching threatening clouds, but he was denied permission to change altitude because other planes were nearby.
