(PNA file photo)<\/figcaption><\/figure>\n<p><strong>MANILA<\/strong>\u00a0\u2013 Interior Secretary Eduardo A\u00f1o said Wednesday it was &#8220;not fair&#8221; to judge and blame the entire police force for an isolated incident involving an off-duty police officer who shot dead a mother and her son in Paniqui, Tarlac last Sunday.<\/p>\n<p>A\u00f1o made the remark, saying the case of Police MSgt. Jonel Nuezca, who went berserk and shot dead Sonya Gregorio and her son Frank Anthony, does not reflect the behavior of the majority of cops who are dedicated to their jobs.<\/p>\n<p><em>&#8220;Maraming magagandang<\/em>\u00a0deeds<em>\u00a0kahit hindi<\/em>\u00a0on official duty\u00a0<em>ang ating kapulisan. Kaya<\/em>\u00a0it&#8217;s not fair\u00a0<em>naman na sasabihin mo bakit ang pulis natin. Isa lang &#8216;yan eh, nakakulong na &#8216;yan<\/em>\u00a0(Our police officers have many good deeds, even when they are off-duty. So it is not fair to judge them. He\u2019s just one of the few and he\u2019s in jail),\u201d A\u00f1o said in a radio interview.<\/p>\n<p><em>&#8220;Bakit natin sinabing<\/em>\u00a0isolated case?\u00a0<em>Kasi ang nangyayari kasi gine<\/em>-generalize\u00a0<em>nila &#8216;yung mga pulis natin. Papaano naman &#8216;yung matitinong pulis natin?<\/em>\u00a099 percent\u00a0<em>na matitino na sila &#8216;yung nagpapatupad ng<\/em>\u00a0quarantine protocols,<em>\u00a0sila &#8216;yung nakikipaglaban sa<\/em>\u00a0criminal (Why is it an isolated case? What is happening is that the entire police force is being generalized. But what about the 99 percent who are well behaved? They are the ones enforcing the quarantine protocols and fighting criminals).&#8221;<\/p>\n<p>Meanwhile, Philippine National Police (PNP) Chief, Gen. Debold Sinas, has ordered the investigators to assist the witnesses in applying for the witness protection program (WPP) of the Department of Justice (DOJ).<\/p>\n<p>Sinas said they would ask permission from witnesses to use the original video as evidence in the murder case filed against Nuezca.<\/p>\n<p>\u201cWe encouraged the investigators\u00a0<em>na lahat &#8216;yung mga<\/em>\u00a0witness\u00a0<em>doon ay i-<\/em>apply\u00a0<em>namin sa<\/em>\u00a0WPP (that all witnesses be applied under the WPP). So we will be coordinating with the DOJ\u00a0<em>baka ma-<\/em>consider\u00a0<em>nila<\/em>\u00a0(they might consider) because of the gravity of the offense, double murder,\u00a0<em>at saka &#8216;yung<\/em>\u00a0(and) how it was done,&#8221; he said.<\/p>\n<p>Sinas paid his respects to the deceased, assuring the Gregorio family of swift and decisive action on the case.<\/p>\n<p>Citing the results of an initial discussion with PNP neuropsychiatrists, he said what happened in Tarlac was a case of mishandling a confrontation due to a sudden burst of anger.<\/p>\n<p>He said this was manifested by Nuezca himself when he decided to surrender and face the charges, apparently after his anger simmered down.<\/p>\n<p>\u201cAccordingly, he surrendered because\u00a0<em>wala siyang plano tumakbo.<\/em>\u00a0He surrendered\u00a0<em>dahil nga sising-sisi siya sa nangyari. Pero hindi naman yan magbibigay ng dahilan. Kaya lang daw siya sumurender<\/em>, based\u00a0<em>sa<\/em>\u00a0account\u00a0<em>ng<\/em>\u00a0regional director\u00a0<em>at<\/em>\u00a0director\u00a0<em>ng<\/em>\u00a0crime lab\u00a0<em>na kumausap sa kanya, dahil sising sisi siya, nagdilim lang daw &#8216;yung pag-iisip niya at umalis siya at naawa din siya sa pamilya niya<\/em>\u00a0(He surrendered, he does not plan to hide.
