RICHARD MADELO\/ PRESIDENTIAL PHOTO<\/figcaption><\/figure>\n<p><strong>MANILA<\/strong>\u00a0\u2013 President Rodrigo Duterte has ordered the Department of the Interior and Local Government (DILG) to control the sale and use of explosives in mining operations.<\/p>\n<p>In a taped address late Monday, Duterte said he wanted explosives to have clearance from police and military before they are sold and used to prevent them from being used by communist rebels in attacks against government forces.<\/p>\n<p>\u201cI\u2019m going to direct the DILG,\u00a0<em>nandito si<\/em>\u00a0Secretary [Eduardo] A\u00f1o (is there).\u00a0<em>Iyang mga IED ng komunista, ipasok ko na lang lahat. Iyang mga IED ninyo, komunista, saan ninyo kinukuha \u2018yan? Sige nga.<\/em>\u00a0Where do you get your explosives, powder?\u00a0<em>Karamihan diyan galing sa mina<\/em>\u00a0(Where do they get their EID? Most of them come from mining),\u201d he said.<\/p>\n<p>\u201cIt must be cleared by the police and supervised strictly. And then when you go to the area, go to the commanding officer of the military there and let him know that you have bought these explosives\u00a0<em>para may ma &#8212; \u2018pag ginamit na ninyo \u2018yan, mabantayan<\/em>\u00a0(so that when you use them, they can be monitored),\u201d he added.<\/p>\n<p>According to Duterte, the sale and use of explosives must be controlled because they cause serious injuries or deaths to police and military.<\/p>\n<p><em>\u201cItong pabili ng<\/em>\u00a0(The purchase of) explosives, dynamites, must be controlled,\u00a0<em>talagang higpitan ni<\/em>\u00a0General A\u00f1o (will be strict) and the commanding officer of the area\u00a0<em>nasa<\/em>\u00a0(in the) military must be informed so that he will also have a &#8212; he would know how to check,\u201d he said.<\/p>\n<p>He said communist rebels would always find a way to justify the use of explosives.<\/p>\n<p>\u201cWhen you use it, it\u2019s okay. But when you &#8212; you use it to kill military men, government personnel, police, okay.\u00a0<em>Gusto naming maglagay ng<\/em>\u00a0landmine\u00a0<em>rin pero ang problema, bawal<\/em>\u00a0(We want to use them for landmines but it\u2019s not allowed).
