ACE MORANDANTE\/ PRESIDENTIAL PHOTO<\/figcaption><\/figure>\n<p>MANILA\u00a0\u2013 President Rodrigo Duterte on Sunday urged the Department of Budget and Management (DBM) to fast-track the release of calamity funds allotted to communities in regions affected by successive typhoons.<\/p>\n<p>In a situation briefing in Pili, Camarines Sur, Duterte directed the DBM to cut in half the time spent in processing papers before funds are released.<\/p>\n<p><em>\u201cAng problema lang sa<\/em>\u00a0(The problem), historically, is that ang government moves slowly especially the national government. So\u00a0<em>sa ganitong pangyayari, kung mabilisan ninyo<\/em>\u00a0(So in this situation, if you can hurry), cut the time to something like half or more than,\u201d he said.<\/p>\n<p>Duterte noted that people have been complaining of delays in receiving assistance, stressing there was a need to \u201cmove faster.\u201d<\/p>\n<p><em>\u201c\u2019Yan ang reklamo ng mga tao<\/em>, especially<em>\u00a0kung ganito<\/em>\u00a0(That\u2019s the complaint of people, especially when it\u2019s like this). The time is of the essence, actually. They need to get hold of the things that are needed by them.\u00a0<em>Maka<\/em>-access\u00a0<em>ka agad<\/em>\u00a0(They need immediate access),\u201d he added.<\/p>\n<p>He also assured that the government is not \u201cnegligent\u201d of its duty to provide immediate rescue, relief, and assistance to typhoon-hit communities.<\/p>\n<p>\u201cIn so far as the national government is concerned, the reaction of different offices would really matter.\u00a0<em>Sanay na sila diyan<\/em>. Do not\u00a0<em>believe na walang ginagawa \u2018yan<\/em>. Long before the typhoon came,\u00a0<em>naka-<\/em>deploy\u00a0<em>yung pagkain tapos yung tulong<\/em>\u00a0(They\u2019re used to it. Do not believe they are not doing anything. Long before the typhoon came, they already deployed food, help),\u201d he said.<\/p>\n<p>Duterte said delays in the delivery of response may also be because of \u201ccomplexities\u201d of the job.<\/p>\n<p>\u201cIf there\u2019s any na pagkukulang (shortcomings) it\u2019s not because of negligence. Sometimes talaga na-o-overload (they\u2019re overloaded) because of the complexity of the job,\u201d he said.<\/p>\n<p>He said Presidential Adviser for Bicol Affairs Marvel Clavecilla, a former regional trial court (RTC) judge, could call him \u201canytime\u201d if there were any delays in the distribution of assistance.<\/p>\n<p>\u201cI need only one person to call me anytime. Si Judge Clavecilla can do it.
