John F. Kennedy told an audience of wary Protestant ministers that \u201c<a href=\"https:\/\/www.jfklibrary.org\/learn\/about-jfk\/historic-speeches\/address-to-the-greater-houston-ministerial-association\">if the time should come \u2026 when my office would require me to violate my conscience or violate the national interest, then I would resign the office<\/a>.\u201d<\/p>\n<p>Sixty years later, Joe Biden has become the second Roman Catholic to win the White House, and some <a href=\"https:\/\/www.catholicnewsagency.com\/news\/princeton-catholic-legal-scholar-says-biden-pledge-to-codify-roe-is-disgraceful-43198\">prominent Catholics<\/a> and <a href=\"https:\/\/editorial.dailywire.com\/news\/catholic-bishop-rebukes-biden-over-abortion-urges-him-to-anticipate-divine-judgment\/\">bishops<\/a> now appear to believe that the only way a Catholic should hold office is by putting conscience before what the law says about culture war issues like abortion. Five decades of abortion politics have taken a toll.<\/p>\n<p>The Roman Catholic Church is <a href=\"https:\/\/www.usccb.org\/issues-and-action\/cultural-diversity\/upload\/Cultural-Diversity-Summary-Report-October-2016.pdf\">more diverse<\/a> and <a href=\"https:\/\/thehill.com\/opinion\/campaign\/516017-divided-country-divided-church\">more divided<\/a> than it was 60 years ago. American Catholics have just been through an election season that brought accusations of <a href=\"https:\/\/www.nbcnews.com\/politics\/2020-election\/live-blog\/2020-08-26-rnc-updates-n1238051\/ncrd1238334\">\u201cCatholic in name only\u201d<\/a> against Catholic Democrats like Biden and a <a href=\"https:\/\/www.ncregister.com\/interview\/bishop-daly-challenges-bishop-mcelroy-s-statements-on-abortion-and-the-2020-election\">bitter<\/a> debate about the best way for a \u201cgood Catholic\u201d to vote.<\/p>\n<p>Having <a href=\"https:\/\/ctu.edu\/faculty\/steven-millies\/\">observed and written about Catholics and American politics for 30 years<\/a>, I believe this moment provides an opportunity to promote the diversity of Catholic social teaching rather than seeing it through the <a href=\"https:\/\/www.americamagazine.org\/faith\/2019\/11\/12\/us-bishops-threat-abortion-remains-our-preeminent-priority\">preeminent<\/a>, singular lens of abortion. In Joe Biden, Americans have a president who seemingly views policy through his Catholic faith, but in a less divisive way. American Catholics have a chance to follow this example into a new engagement with American politics.<\/p>\n<h2>\u2018Be not afraid\u2019<\/h2>\n<p>For five decades, conservative Catholics and Republican leaders in the U.S. have <a href=\"https:\/\/www.cnn.com\/2012\/03\/23\/opinion\/stanley-conservatives-catholics\/index.html\">tried to win over Catholic voters to an agenda<\/a> that serves the interests of the GOP, especially on abortion.<\/p>\n<p>Despite these overtures in our national politics, that agenda never really has found any success at the federal level. Roe v. Wade is the law today as much as it was in 1973.<\/p>\n<p>The Catholic Church today is very different from the one to which JFK belonged. The church is <a href=\"https:\/\/www.usccb.org\/issues-and-action\/cultural-diversity\/upload\/Cultural-Diversity-Summary-Report-October-2016.pdf\">more diverse<\/a>, but it is also <a href=\"https:\/\/news.gallup.com\/poll\/248837\/church-membership-down-sharply-past-two-decades.aspx\">shrinking rapidly<\/a>. And, increasingly, the Catholic Church <a href=\"https:\/\/thehill.com\/opinion\/campaign\/516017-divided-country-divided-church\">is a body at war with itself<\/a>. Biden is a different sort of Catholic for this moment.<\/p>\n<p>Biden has worn his Catholicism on his sleeve throughout his career \u2013 but especially during this campaign. In September, he quoted Pope John Paul II when he when he called on Americans to \u201c<a href=\"https:\/\/www.youtube.com\/watch?v=LgHXJ3rdOn0\">be not afraid<\/a>.\u201d And quoting from a <a href=\"https:\/\/www.ncronline.org\/news\/people\/biden-quotes-priests-hymn-eagles-wings-victory-speech\">familiar Catholic hymn<\/a> in his first address as president-elect, Biden has sent strong signals he sees his faith as a way to heal, and to lead.<\/p>\n<h2>From FDR to Pope Francis<\/h2>\n<p>A week before Election Day, Biden went to Warm Springs, Georgia, a place best known for its association with Franklin D. Roosevelt, who returned many times to recuperate from illness before dying there in 1945. In that sense, the appearance by Biden signaled <a href=\"https:\/\/time.com\/5904569\/joe-biden-fdr\/\">an administration that hopes for New Deal-level reform and transformation<\/a>. Yet Biden\u2019s inspiration was not limited to FDR. He quoted at length in Warm Springs from the most recent papal encyclical, \u201c<a href=\"http:\/\/www.vatican.va\/content\/francesco\/en\/encyclicals\/documents\/papa-francesco_20201003_enciclica-fratelli-tutti.html\">Fratelli Tutti<\/a>.\u201d<\/p>\n<p>An encyclical letter is an authoritative way that popes teach Catholic doctrine, and Pope Francis released a new encyclical in October. In part, \u201cFratelli Tutti\u201d said, \u201cPolitics is something more noble than posturing, marketing and media spin.\u201d<\/p>\n<p>Overall, the passages Biden chose to quote suggest that he may be thinking about how his own Catholic faith should guide his approach to leading a nation made up of Catholics and even more non-Catholics.<\/p>\n<p>\u201cFor those who seek to lead,\u201d Biden said, quoting Pope Francis, \u201cwe do well to ask ourselves, why am I doing this? What is my real aim?\u201d<\/p>\n<p>The message of \u201cFratelli Tutti\u201d can be summed up in the phrase \u201cwe are all in the same boat.\u201d<\/p>\n<h2>Beyond abortion<\/h2>\n<p>The social teachings of the Catholic Church offer a place to begin crafting a policy agenda that could enjoy broad support among Democrats while also enlarging Catholic political engagement in a way that goes beyond the abortion question.<\/p>\n<p>For example, in \u201cFratelli Tutti\u201d Pope Francis described how Catholics believe in a just distribution of wealth. He quotes John Paul II, who said, \u201cGod gave the Earth to the whole human race for the sustenance of all its members, without excluding or favoring anyone.\u201d<\/p>\n<p>\u201cFratelli Tutti\u201d called for \u201cdefense of the environment,\u201d attention to unemployment and the creation of jobs that help people \u201cearn a living by their own efforts and creativity.\u201d Pope Francis said he hopes society can learn from the pandemic and reverse the \u201cdismantling\u201d of health care systems.<\/p>\n<p>Meanwhile, the Catholic Church condemns racism in the same terms as it condemns abortion \u2013 it is an intrinsic evil. Pope Francis does not name police violence in \u201cFratelli Tutti,\u201d but he speaks passionately for racial justice, and he calls for \u201csolidarity\u201d against \u201cnew forms of violence threatening the fabric of society.\u201d<\/p>\n<p>Hundreds of thousands of young people <a href=\"https:\/\/apnews.com\/article\/9035ecdfc58d5dba755185666ac0ed6d\">demonstrated in American streets<\/a> during this past summer. Whether Catholic or not, they share these values with Pope Francis and Joe Biden.<\/p>\n<h2>False dilemma<\/h2>\n<p>That agreement holds potential for a new sort of moment in the Democratic Party, in the Catholic Church and in the United States.<\/p>\n<p>Besides President-elect Biden, there are other rising leaders in the Democratic Party who are Catholics \u2013 such as <a href=\"https:\/\/www.washingtonpost.com\/local\/social-issues\/democrat-julian-castro-makes-his-catholicism-central-to-his-presidential-campaign\/2019\/02\/15\/035aa8b8-30b7-11e9-8ad3-9a5b113ecd3c_story.html\">Juli\u00e1n Castro<\/a>, <a href=\"https:\/\/twitter.com\/tedlieu\/status\/1135771861449621504?lang=en\">Ted Lieu<\/a> and <a href=\"https:\/\/www.ncronline.org\/news\/opinion\/ncr-connections\/aoc-future-catholic-church\">Alexandria Ocasio-Cortez<\/a>. Leadership that summons Americans to recognize \u201cwe are all in the same boat\u201d could heal divisions by bringing voices together over an agenda Catholics and non-Catholics can embrace.<\/p>\n<p>Catholics have been prominent in American politics for almost a century. Since abortion came to dominate our politics in the 1970s, the choice between Catholic conscience and public service has been framed as a one-way street toward just one destination.<\/p>\n<p>There is <a href=\"https:\/\/www.usccb.org\/issues-and-action\/cultural-diversity\/upload\/Cultural-Diversity-Summary-Report-October-2016.pdf\">great diversity within Catholicism<\/a>.
