Gen. Debold Sinas, as Philippine National Police (PNP) chief, Malaca\u00f1ang said Monday.<\/p>\n<p>Presidential Spokesperson Harry Roque announced that Sinas\u2019 appointment will be effective Nov. 10, 2020.<\/p>\n<p>\u201c<em>Tinalaga po ni Presidente<\/em>\u00a0Rodrigo Roa Duterte\u00a0<em>si<\/em>\u00a0Debold Menorias Sinas\u00a0<em>bilang bagong<\/em>\u00a0Philippine National Police chief effective\u00a0<em>po bukas<\/em>\u00a0Nov. 10, 2020 (President Rodrigo Roa Duterte has appointed Debold Menorias Sinas as new Philippine National Police chief effective tomorrow, Nov. 10, 2020),\u201d he said in a Palace press briefing.<\/p>\n<p>Asked for Duterte\u2019s reason for appointing Sinas, Roque said it is \u201cpresidential prerogative\u201d.<\/p>\n<p>\u201cPresidential appointments are really very executive in character. It is a prerogative of the President and he need not make any explanation for his appointment,\u201d he said.<\/p>\n<p>Roque assured that Duterte looked into Sinas\u2019 track record and contribution to the administration\u2019s aggressive anti-illegal drugs campaign.<\/p>\n<p>He described Sinas as an \u201canti-drug crusader\u201d.<\/p>\n<p>He said Duterte\u2019s marching order to Sinas is to continue the government\u2019s campaign against illegal drugs and ensuring that the country is a safe place to live in.<\/p>\n<p><em>\u201cIpagpatuloy pa rin ang<\/em>\u00a0war on drugs\u00a0<em>at ipagpatuloy pa rin ang<\/em>\u00a0gains\u00a0<em>na nakamit natin sa larangan ng<\/em>\u00a0peace and order\u00a0<em>na pinatunayan ng<\/em>\u00a0survey<em>\u00a0ng<\/em>\u00a0Gallup poll\u00a0<em>na<\/em>\u00a0number 12<em>\u00a0tayo sa buong daigdig na pinaka<\/em>\u00a0safe\u00a0<em>na lugar<\/em>\u00a0(Continue the war on drugs and continue the gains we acquired in the field of peace and order which was proven by the Gallup poll wherein the Philippines was ranked as number 12 safest country in the world),\u201d he said.<\/p>\n<p>Interior and Local Government Secretary Eduardo A\u00f1o agreed with Roque that the President has \u201cabsolute prerogative\u201d to appoint the PNP chief from among the current PNP Generals.<\/p>\n<p>\u201cPolice Maj. Gen. Sinas is qualified for the position. I expect Gen. Sinas to lead the PNP with intensity in the fight against illegal drugs, criminalities, extremists and communist bandits\/terrorists,&#8221; he said.<\/p>\n<p>A\u00f1o also said Sinas must \u201cset the standards on the performance and discipline making every policeman counts while leaving no room for scalawags\u201d.<\/p>\n<p>Sinas will be replacing outgoing Gen. Camilo Cascolan.<\/p>\n<p>Sinas, who hails from Butuan City, is an alumnus of the Philippine Military Academy (PMA) Hinirang Class of 1987.<\/p>\n<p>Before his appointment as Metro Manila police chief in October 2019, he also served as director of the Police Regional Office in Central Visayas (PRO 7), deputy regional director for administration of the PRO 12 (Soccsksargen), and director of the PNP Crime Laboratory.<\/p>\n<p>He will serve as head of the police force until May 2021.<\/p>\n<p><strong>\u2018Not perfect\u2019<\/strong><\/p>\n<p>Last May 8, Sinas drew flak for over his pre-birthday celebration at Camp Bagong Diwa in Taguig City that allegedly violated quarantine protocols.<\/p>\n<p>Duterte refused to sack Sinas, because he believed Sinas was a \u201cgood and honest\u201d officer.<\/p>\n<p>Roque acknowledged that Sinas was \u201cnot perfect\u201d, but insisted that he is Duterte\u2019s \u201cmost-trusted\u201d person for the job.<\/p>\n<p><em>\u201cHindi man perpekto po si<\/em>\u00a0Chief Sinas\u00a0<em>ay napa-bilib po niya si Presidente sa kaniyang dedikasyon dito sa laban sa pinagbabawal na gamot<\/em>\u00a0(Chief Sinas may not be perfect, but he impressed the President with his dedication on the campaign against illegal drugs),\u201d he said.<\/p>\n<p>He urged the public to \u201ctrust\u201d the President\u2019s judgement.<\/p>\n<p><em>\u201cNaniniwala po si Presidente na magiging epektibo po si<\/em>\u00a0Chief Sinas\u00a0<em>sa kaniyang bagong katungkulan<\/em>\u00a0(The President believes that Chief Sinas will be effective in his new position) and let\u2019s trust the President in his decision,\u201d Roque said.<\/p>\n<p>Roque said Sinas has six months to prove himself as a worthy head of the country\u2019s police force.<\/p>\n<p>\u201cLet\u2019s give him a chance and he has six months to prove his worth. Let\u2019s see if after six months he will inspire people,\u201d he added.<\/p>\n<p>He also assured that Sinas&#8217; appointment will not free him from charges for violating quarantine protocols.<\/p>\n<p>\u201cThat\u2019s not how our laws operate,\u201d he said.<\/p>\n<p><strong>Thankful<\/strong><\/p>\n<p>Cascolan, meanwhile, said he is thankful for the opportunity to serve the people despite having only a more than two-month stint.<\/p>\n<p>&#8220;At least we have done so much for two months, we have proven a lot and if ever,\u00a0<em>tuloy tuloy pa rin ho ang ating trabaho<\/em>\u00a0(and our job will continue). I am happy because I was given the chance and never expected it because it was just two months away from my retirement,\u201d Cascolan told reporters in a press briefing in Camp Crame.<\/p>\n<p>He also shrugged off rumors that he would be heading to the Bureau of Customs after his retirement on Tuesday.<\/p>\n<p>Asked what could he consider as his legacy, he said it is the localization program for the policemen or assigning them nearer to their areas of residence.<\/p>\n<p>&#8220;You have basically given them what they want and they will work hard for it,&#8221; he said.<\/p>\n<p>Cascolan believed that when police officers are assigned near or in the area of their residence, they are able to do their jobs better.<\/p>\n<p>He, meanwhile, added that many things were accomplished in the aspect of getting rid of illegal drugs in the community.<\/p>\n<p>Based on the latest data from the PNP, 357,069 suspects were arrested, 7,987 were killed and 1,290,768 surrendered in 234,036 anti-illegal drug operations conducted from July 2016.<\/p>\n<p>Cascolan is the fourth member of PMA Class 1986 to be appointed as Chief PNP.
