Steve Harvey\/Unsplash)<\/figcaption><\/figure>\n<p>Throughout the four years of Donald Trump\u2019s presidency, Joe Biden spent significant time reassuring American allies around the world that <a href=\"https:\/\/www.youtube.com\/watch?v=Ab470h3X8I8\">Trump\u2019s America is not \u201cwho we are\u201d<\/a> and pledging \u201cwe\u2019ll be back\u201d.<\/p>\n<p>Now that he\u2019s the president-elect, those who were most worried about another four years of \u201cAmerica First\u201d foreign policy are no doubt breathing a sigh of relief.<\/p>\n<p>Much has been written about a Biden presidency being focused on restoration, or as David Graham of The Atlantic <a href=\"https:\/\/www.theatlantic.com\/ideas\/archive\/2019\/05\/joe-bidens-restoration-campaign\/588361\/\">put it<\/a>,<\/p>\n<blockquote><p><strong><em>returning the United States to its rightful place before (as he sees it) the current president came onto the scene and trashed the joint.<\/em><\/strong><\/p><\/blockquote>\n<h2>The old world order doesn\u2019t exist anymore<\/h2>\n<p>This idea has revolved around restoring the post-1945 liberal international order &#8211; a term subject to <a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/0163660X.2018.1445353\">a lot of academic contention<\/a>. The US played a central role in creating and leading the order around key institutions such as the United Nations, International Monetary Fund, World Trade Organisation, North Atlantic Treaty Organisation and the like.<\/p>\n<p>However, there is now no shortage of evidence that many of these institutions have come under extreme strain in recent years and have been unable respond to the challenges of the 21st century geopolitics.<\/p>\n<p>For one, <a href=\"https:\/\/www.rand.org\/content\/dam\/rand\/pubs\/research_briefs\/RB9900\/RB9918\/RAND_RB9918.pdf\">the US no longer wields the relative economic power<\/a> or influence it had in the middle of last century. There are also <a href=\"https:\/\/www.thechicagocouncil.org\/publication\/lcc\/ok-boomer-youth-hesitant-use-force-shun-us-exceptionalism-foreign-policy\">increasingly vocal critics<\/a> in the US \u2014 led by Trump \u2014 who question America\u2019s foreign commitments.<\/p>\n<p>Moreover, nations themselves are no longer the only important actors in the international system. Terror groups like the Islamic State now have the ability to threaten global security, while corporations like <a href=\"https:\/\/www.axios.com\/big-techs-power-in-4-numbers-de8a5bc3-65b6-4064-a7cb-3466c68b2ea0.html\">Alphabet, Amazon, Apple and Facebook<\/a> have such economic power, their combined revenue would qualify them for the G20.<\/p>\n<p>Equally, the so-called liberal international order was built on the idea that a growing number of democracies would be willing to work within institutions like the UN, IMF and WTO and act in ways that would make everyone in the system better off.<\/p>\n<p>Clearly, that has not been the case for the past 15 years as <a href=\"https:\/\/freedomhouse.org\/article\/new-report-freedom-world-2020-finds-established-democracies-are-decline\">democracies around the world slowly eroded<\/a>, from European Union states like Hungary and Poland to Brazil to the US.<\/p>\n<hr \/>\n<p><em><br \/>\n<strong><br \/>\nRead more:<br \/>\n<a href=\"https:\/\/theconversation.com\/biden-wins-experts-on-what-it-means-for-race-relations-us-foreign-policy-and-the-supreme-court-149327\">Biden wins \u2013 experts on what it means for race relations, US foreign policy and the Supreme Court<\/a><br \/>\n<\/strong><br \/>\n<\/em><\/p>\n<hr \/>\n<h2>Biden can\u2019t fix everything at once<\/h2>\n<p>Trump\u2019s 2016 election seemed to have been the final nail in the coffin for <a href=\"https:\/\/www.wiley.com\/en-us\/The+False+Promise+of+Liberal+Order%3A+Nostalgia%2C+Delusion+and+the+Rise+of+Trump-p-9781509538676\">the idea of a truly liberal international order<\/a> with the US as a benevolent leader.<\/p>\n<p>From his first days in office, Trump was on a <a href=\"https:\/\/www.internationalaffairs.org.au\/australianoutlook\/first-year-donald-doctrine\/\">mission to roll back US commitments<\/a> to myriad organisations, deals and relationships around the world. Most significantly, this included questioning commitments to its closest allies in Europe, Asia and elsewhere that had been unwavering for generations.<\/p>\n<p>Biden takes over at a precarious time. The world is more unstable than it has been in decades and the US image has been severely damaged by the actions and rhetoric of his predecessor.<\/p>\n<p>There is no naivety on Biden\u2019s part that he will be able to fix everything that was broken along the way. After all, many of these challenges predated Trump and are merely a reflection of a changing world.<\/p>\n<p>Furthermore, Biden will have many pressing domestic issues that will demand his immediate attention \u2014 first and foremost addressing the greatest public health and economic crisis in a century.<\/p>\n<p>We are also likely to see growing pressure for Biden to pursue <a href=\"https:\/\/www.nature.com\/articles\/d41586-020-03066-x\">a more progressive climate policy<\/a> and <a href=\"https:\/\/foreignpolicy.com\/2020\/07\/22\/industrial-policy-jobs-climate-change\/\">a better-managed industrial policy<\/a>, though he\u2019ll be greatly constrained in what he can do if the Republicans maintain control of the Senate.<\/p>\n<p>All of this will limit both his bandwidth and appetite for an overly ambitious foreign policy agenda.<\/p>\n<hr \/>\n<p><em><br \/>\n<strong><br \/>\nRead more:<br \/>\n<a href=\"https:\/\/theconversation.com\/what-would-a-biden-presidency-mean-for-australia-148516\">What would a Biden presidency mean for Australia?<\/a><br \/>\n<\/strong><br \/>\n<\/em><\/p>\n<hr \/>\n<h2>Rejoining the world, with managed expectations<\/h2>\n<p>Given this, Biden\u2019s presidency should be approached with managed expectations. Unlike President Barack Obama, he did not campaign on lofty promises of change. He ran on being the opposite of Trump and, as such, being better able to understand the intricacies of foreign policy.<\/p>\n<p>This will mean a swift return to multilateralism and rejoining the deals and organisations Trump abandoned, from the Paris climate agreement and Iran nuclear deal to the the World Trade Organisation and World Health Organisation.<\/p>\n<div data-react-class=\"Tweet\" data-react-props=\"{&quot;tweetId&quot;:&quot;1324158992877154310&quot;}\">\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">Today, the Trump Administration officially left the Paris Climate Agreement. And in exactly 77 days, a Biden Administration will rejoin it. <a href=\"https:\/\/t.co\/L8UJimS6v2\">https:\/\/t.co\/L8UJimS6v2<\/a><\/p>\n<p>\u2014 Joe Biden (@JoeBiden) <a href=\"https:\/\/twitter.com\/JoeBiden\/status\/1324158992877154310?ref_src=twsrc%5Etfw\">November 5, 2020<\/a><\/p><\/blockquote>\n<\/div>\n<p>Given these moves by Trump required no congressional input, Biden will be able to return to Obama-era policies in a relatively straightforward fashion through executive action.<\/p>\n<p>However, this <a href=\"https:\/\/www.washingtonpost.com\/world\/2020\/11\/05\/trumpism-here-to-stay\/\">didn\u2019t produce the expected \u201cblue wave\u201d and national repudiation of Trumpism<\/a>, so it remains to be seen whether friends and foes alike can be convinced the past four years were an aberration. In essence, how good can America\u2019s word be moving forward?<\/p>\n<p>Biden\u2019s campaign put a great emphasis on strengthening America\u2019s existing alliances and forging new ones to maintain what he frequently refers to as \u201c<a href=\"https:\/\/www.nytimes.com\/interactive\/2020\/us\/politics\/joe-biden-foreign-policy.html\">a free world<\/a>\u201d.<\/p>\n<p>This will involve a substantial change from the way Trump managed US alliances, nurturing relationships with <a href=\"https:\/\/www.washingtonpost.com\/world\/2019\/12\/18\/trumps-most-consistent-foreign-policy-defending-saudi-arabia\/\">authoritarian leaders in the Middle East<\/a>, for example, and <a href=\"https:\/\/worldview.stratfor.com\/article\/who-are-president-trumps-friends-europe\">some of the least liberal eastern European states<\/a>.<\/p>\n<p>This shift will benefit America\u2019s traditional allies in western Europe the most. However, these countries are more determined than ever to <a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2020\/09\/28\/l-autonomie-strategique-europeenne-est-l-objectif-de-notre-generation-discours-du-president-charles-michel-au-groupe-de-reflexion-bruegel\/\">stop depending<\/a> on the whims of the Electoral College to decide their security. Instead, they are strengthening their own defence capabilities.<\/p>\n<div data-react-class=\"Tweet\" data-react-props=\"{&quot;tweetId&quot;:&quot;1323313181146578944&quot;}\">\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">By appointing familiar faces, Biden would send an important reassuring signal, <a href=\"https:\/\/twitter.com\/SusanCorke1?ref_src=twsrc%5Etfw\">@SusanCorke1<\/a> tells <a href=\"https:\/\/twitter.com\/POLITICOEurope?ref_src=twsrc%5Etfw\">@POLITICOEurope<\/a>: \u201cThe whole point is establishing normalcy, reestablishing our alliances, showing that we care about democracy and human rights again.&#8221; <a href=\"https:\/\/t.co\/5BHutjuIoF\">https:\/\/t.co\/5BHutjuIoF<\/a><\/p>\n<p>\u2014 German Marshall Fund (@gmfus) <a href=\"https:\/\/twitter.com\/gmfus\/status\/1323313181146578944?ref_src=twsrc%5Etfw\">November 2, 2020<\/a><\/p><\/blockquote>\n<\/div>\n<h2>\u2018America First\u2019 finished second<\/h2>\n<p>Lastly, on the greatest geopolitical question of our time, there is no doubt the US will continue its competition with China in the coming years, no matter who is president.<\/p>\n<p>Yet, there are still plenty of questions around how Biden will handle this relationship. This won&#8217;t be an easy fix, even if Biden wins<\/a><br \/>\n<\/strong><br \/>\n<\/em><\/p>\n<hr \/>\n<p>At the same time, there is <a href=\"https:\/\/www.brookings.edu\/blog\/order-from-chaos\/2020\/03\/20\/the-quiet-reformation-of-bidens-foreign-policy\/\">significant debate<\/a> about how far his administration should push Beijing on issues ranging from technological competition to human rights, particularly given Biden has said the US needs to find a way to <a href=\"https:\/\/www.foreignaffairs.com\/articles\/united-states\/2020-01-23\/why-america-must-lead-again\">cooperate with China<\/a> on other pressing issues, such as climate change, global health and arms control.<\/p>\n<p>America might be coming back under Biden, but this is not the same world or the same country it once was. So, while the restoration of the US will be challenging, one thing is certain: \u201cAmerica First\u201d finished second.<!-- Below is The Conversation's page counter tag.
