Mas mabilis tayong makakaresponde kapag may mga<\/em>\u00a0warehouse\u00a0<em>tayo sa iba\u2019t ibang rehiyon at naka<\/em>-preposition<em>\u00a0na dun ang mga<\/em>\u00a0equipment<em>\u00a0at may<\/em>\u00a0stockpile\u00a0<em>na din ng mga<\/em>\u00a0medical supplies at relief goods\u00a0<em>na kakailanganin. Mahalaga na lagi tayong handa dahil hindi natin laging masasabi kung kelan darating ang unos<\/em>,\u201d he said.<br \/>\n(We are often hit by typhoon, earthquake, volcanic eruption, etc and epidemic and now the Covid pandemic. We can swiftly respond if we have warehouses in the various regions and pre-positioned equipment and stockpiles like medical supplies and relief goods. It is important that we are always ready because we can\u2019t predict when the next calamity would strike.)<\/p>\n<p>Gordon pointed out that the Red Cross has built warehouses in strategic locations in the country where disaster response vehicles and equipment are prepositioned. Stockpiles of food and non-food relief supplies are also kept in the warehouses.<\/p>\n<p>\u201c<em>Kaya mabilis kaming makapapagpadala ng<\/em>\u00a0response<em>\u00a0kapag may mga<\/em>\u00a0disasters\u00a0<em>dahil naka<\/em>-preposition\u00a0<em>na ang mga gamit at mga<\/em>\u00a0supplies\u00a0<em>namin. Halimbawa, kung ang bagyo tatama sa Bicol, sa Cagayan, Leyte, o saan man, nakahanda na \u2018yung<\/em>\u00a0warehouse\u00a0<em>doon o \u2018yung pinakamalapit na<\/em>\u00a0warehouse.\u00a0<em>Mas mabilis<\/em>,\u201d he said.<br \/>\n(That\u2019s why we can immediately deliver response if there are disasters because our supplies and equipment are prepositioned. For instance, if the typhoon would hit Bicol, in Cagayan, Leyte or wherever, the warehouse there or the nearest warehouse is ready. It\u2019s faster.)<\/p>\n<p>The senator, who chairs the Committee on Government Corporations and Public Enterprises, filed Senate Bill No. 1347 earlier this year. The bill seeks to amend the charter of the Philippine International Trading Corporation in order to empower it to handle stockpiling in preparation for disasters or emergencies.<\/p>\n<p>He said the PITC\u2019s capital stock would be increased to ensure sufficient stocks of necessary supplies but there would be a provision for regular assessment of threats and inventory of stocks such as face masks, personal protective equipment, long shelf-life food like canned goods and rice, medicines, and blood bags, to name a few.<\/p>\n<p>Gordon said the bill authorizes the PITC to create warehouses in strategic places, like what other countries do, or make arrangements with manufacturers for the storage of the procured supplies.<\/p>\n<p>\u201cThe idea is to preposition the equipment and strategic supplies so that when we need it, it\u2019s out right away.
