MANILA<\/strong>\u00a0\u2013 Malaca\u00f1ang on Tuesday defended the purchase of over 100 service vehicles worth PHP1.5 million each, saying they will be used to deliver modules to students and teachers under the distance learning setup amid the prevailing coronavirus disease (Covid-19) pandemic.<\/p>\n

In a Palace press briefing, Presidential Spokesperson Harry Roque said the vehicles were already budgeted in the 2019 General Appropriations Act (GAA).<\/p>\n

\u201cUnang-una<\/em>, 2019 budget\u00a0iyan, iyong kanilang<\/em>\u00a0need was assessed as early as 2016.\u00a0At ngayon po, kailangang-kailangan po talaga ng<\/em>\u00a0DepEd\u00a0iyan dahil nga po kinakailangan i-<\/em>deliver\u00a0ang mga<\/em>\u00a0modules\u00a0sa mga malalayong lugar<\/em>\u00a0all over the Philippines (Firstly, it\u2019s already part of the 2019 budget and the need was assessed as early as 2016. Now, the DepEd really needs it to deliver modules to far-flung areas all over the Philippines),\u201d he said.<\/p>\n

Roque said the vehicles were a result of the public bidding process.<\/p>\n

\u201cSo,\u00a0bakit po iyan ang<\/em>\u00a0brand?\u00a0Eh, iyan po iyong nanalo sa<\/em>\u00a0bidding.\u00a0Eh talaga naman po lahat ng<\/em>\u00a0government procurement\u00a0dumadaan po iyan sa<\/em>\u00a0public bidding,\u00a0at iyan po iyong pinakamababang<\/em>\u00a0responsive bid\u00a0na nakuha ng<\/em>\u00a0DepEd (Why that specific brand? Because it won the bidding. All government procurements go through public bidding and it is the cheapest response bid the DepEd got),\u201d he added.<\/p>\n

Roque said President Rodrigo Duterte had full trust in DepEd Secretary Leonor Briones\u2019 discretion to allow the purchase of the vehicles.<\/p>\n

\u201cUltimately it\u2019s a matter of trusting the head of the office. I trust, the President trusts and the entire Filipino nation trusts Professor Emeritus Leonor Briones,\u201d he added.<\/p>\n

DepEd Undersecretary for Administration Alain Pascua earlier said the vehicles were used in the delivery of modules, in transporting teachers, and in addressing emergencies.<\/p>\n

He said the agency\u2019s disaster risk reduction management personnel would also use the vehicles in times of emergencies and calamities.<\/p>\n

On Monday, the Alliance of Concerned Teachers (ACT) Philippines criticized the DepEd for purchasing over 100 Mitsubishi Strada (4×4 GLS MT) to be used by its engineers during field inspections.<\/p>\n

ACT secretary general Raymond Basilio said the funds used to buy the vehicles could have been used to provide basic needs under distance learning.<\/p>\n","protected":false},"excerpt":{"rendered":"
