Villar\/PIA 3)<\/figcaption><\/figure>\n<p><strong>MANILA<\/strong>\u00a0\u2013 Justice Secretary Menardo Guevarra on Thursday said his office is reviewing the memorandum of agreement (MOA) between the Philippine Red Cross (PRC) and the Philippine Health Insurance Corp.
