MANILA<\/strong>\u00a0\u2013 Corruption at the Department of Public Works and Highways (DPWH) remains widespread, President Rodrigo Duterte told lawmakers on Wednesday night.<\/p>\n

Duterte made the statement after Congress on Tuesday started its special sessions into the proposed PHP4.5-trillion national budget for 2021.<\/p>\n

\u201cIf Congress would want really to know,\u00a0ang mga<\/em>\u00a0project\u00a0ng<\/em>\u00a0DPWH\u00a0mayroon talaga \u2018yan para sa<\/em>\u00a0give.\u00a0Hindi ko — hindi ko alam kung sino<\/em>\u00a0(there is corruption embedded in the projects of the DPWH. I just don\u2019t know who is involved),\u201d he said.<\/p>\n

\u201cThere are so many officials lined up in the bureaucratic maze so\u00a0hindi ko alam kung sino diyan<\/em>\u00a0(so I don\u2019t know who they are),\u201d he added.<\/p>\n

According to Duterte, contractors were scheming with the DPWH to carry out corrupt practices.<\/p>\n

\u201cIto lang, itong mga<\/em>\u00a0contractor. The first whiff,\u00a0makaamoy ka lang na hinihingian ka\u2026 Dito sa<\/em>\u00a0DPWH\u00a0malakas \u2018yan diyan<\/em>\u00a0(These contractors. The first whiff, you can already smell they\u2019ll ask money from you\u2026 Here in the DPWH, it\u2019s strong),\u201d he said.<\/p>\n

\u201cYung mga<\/em>\u00a0project engineers,\u00a0iyan, iyan lahat,<\/em>\u00a0road right-of-way,\u00a0grabe ang<\/em>\u00a0corruption\u00a0diyan. Walang — walang<\/em>\u00a0construction\u00a0na uumpisa dito na walang<\/em>\u00a0transaction (The project engineers, road right-of-way, corruption there is massive. There\u2019s no construction that will start without transactions made),\u201d he added.<\/p>\n

Senate Minority Leader Franklin Drilon earlier questioned the DPWH for having PHP345 billion in lump-sum appropriations under its proposed 2021 budget.<\/p>\n

He also questioned why over 50 percent of the agency\u2019s total budget was lodged under the DPWH central office.<\/p>\n

Last month, DPWH Secretary Mark Villar earlier denied that there were lump sums in his agency’s budget.<\/p>\n

The DPWH is slated to get PHP667 billion, a 52 percent increase from this year’s budget.<\/p>\n
