(File <a href=\"https:\/\/commons.wikimedia.org\/w\/index.php?curid=3197199\">Photo By Spec. 4 Dino Bartomucci, Public Domain<\/a>)<\/figcaption><\/figure>\n<p><strong>MANILA<\/strong>\u00a0\u2013 President Rodrigo Duterte will leave to Congress the fate of the bill declaring September 11 a special non-working holiday in Ilocos Norte to commemorate the birth anniversary of former president Ferdinand Marcos, Malaca\u00f1ang said on Thursday.<\/p>\n<p><em>\u201cRerespetuhin po ng Presidente kung ano po ang magiging desisyon ng mga<\/em>\u00a0policy-maker\u00a0<em>sa Kongreso<\/em>\u00a0(The President will respect whatever the decision of Congress\u2019 policy-makers would be),\u201d Presidential Spokesperson Harry Roque said in a virtual presser.<\/p>\n<p>The House of Representatives on Wednesday approved on third and final reading House Bill (HB) 7137 which seeks to declare September 11 as \u201cPresident Ferdinand Edralin Marcos Day\u201d in Ilocos Norte.<\/p>\n<p>The bill was authored by Ilocos Norte 1st District Rep. Ria Fari\u00f1as, Ilocos Norte 2nd District Rep. Angelo Marcos Barba, and Probinsyano Ako Rep. Rudys Caesar Fari\u00f1as.<\/p>\n<p>The Senate must also pass a counterpart measure of HB 7137.<\/p>\n<p>Congress then needs to ratify a reconciled bill before it can reach Duterte\u2019s desk.<\/p>\n<p>Roque said the Palace would respect Congress\u2019 decision on the proposed measure.<\/p>\n<p>\u201c<em>Iyan naman po ay katungkulan ng Kongreso. Rerespetuhin po kung ano ang magiging desisyon ng Kongreso<\/em>\u00a0(That\u2019s the Congress\u2019 job. We will respect whatever Congress\u2019 decision would be),\u201d he said.<\/p>\n<p>In 2017, Duterte signed a proclamation, declaring September 11 as special non-working day in commemoration of Marcos\u2019 birth anniversary.<\/p>\n<p>Proclamation 310 signed on Sept. 6, 2017 said the Ilocano community should be given the opportunity to commemorate Marcos\u2019 \u201clife and contributions to national development as a World War II veteran, distinguished legislator, and former president.\u201d<\/p>\n<p>Marcos was born on Sept. 11, 1917 in Sarrat, Ilocos Norte.
