Morales (PIA photo)<\/figcaption><\/figure>\n<p><strong>MANILA<\/strong>\u00a0\u2013 Justice Secretary Menardo Guevarra on Tuesday said President Rodrigo Duterte has told him that it would be best for Philippine Health Insurance Corp.
