SIMEON CELI JR.\/PRESIDENTIAL PHOTO<\/figcaption><\/figure>\n<p><strong>MANILA<\/strong> \u2013 President Rodrigo Duterte remains \u201cneutral\u201d on the issue hounding the franchise application of ABS-CBN Corp. despite his latest tirades against the Lopezes, Malaca\u00f1ang said on Tuesday.<\/p>\n<p>In a virtual press briefing, Presidential Spokesperson Harry Roque maintained that the House of Representatives\u2019 recent move to reject the bid of the Lopez-owned ABS-CBN for a new franchise was not influenced by Duterte.<\/p>\n<p>\u201c<em>Hindi po siya nanghimasok sa botohan sa Kongreso. At habang dinidinig po ng Kongreso ang prangkisa ng<\/em>\u00a0ABS-CBN,\u00a0<em>hindi naman po siya umatake sa<\/em>\u00a0ABS-CBN.\u00a0<em>Nanahimik po siya at hinayaan niyang bumoto sang-ayon sa konsensiya ang mga kongresista<\/em>\u00a0(He never meddled in the voting process of Congress. He did not attack ABS-CBN during the congressional hearings. He kept his silence and let lawmakers vote based on their conscience),\u201d Roque said a day after Duterte took a swipe at the Lopez family during his 5th State of the Nation Address (SONA) on Monday.<\/p>\n<p>Duterte, in his penultimate SONA, said he was a \u201ccasualty of the Lopezes during the 2016 election.\u201d<\/p>\n<p>The President made the remarks as he recalled ABS-CBN\u2019s failure to air his campaign advertisements for the 2016 presidential race.<\/p>\n<p>Roque reiterated that Duterte has already forgiven ABS-CBN.<\/p>\n<p>The network apologized last February for failing to air the political advertisements.<\/p>\n<p>He also noted that the fate of ABS-CBN\u2019s franchise does not rest on Duterte.<\/p>\n<p><em>\u201cAng<\/em>\u00a0(The granting of) franchise is a decision to be made by Congress.\u00a0<em>Wala po talaga sa<\/em>\u00a0jurisdiction,\u00a0<em>wala sa puder ng Presidente \u2018yung mag-desisyon kung bibigyan o hindi ng prangkisa ang<\/em>\u00a0ABS-CBN (The decision whether to grant ABS-CBN a franchise or not is not part of the President\u2019s jurisdiction),\u201d Roque said.<\/p>\n<p>The House Committee on Legislative Franchises on July 10 denied the application of ABS-CBN for a new 25-year congressional franchise to resume the network\u2019s broadcast operations.<\/p>\n<p>ABS-CBN stopped its broadcast operations on May 5, a day after the expiration of the network\u2019s legislative franchise, following the National Telecommunications Commission\u2019s cease and desist order.<\/p>\n<p>Despite Duterte\u2019s rants against ABS-CBN, the embattled media firm on Monday said it is offering its transmission network to help the government air education programs in the coming school year.<\/p>\n<p>Sought for a reaction, Roque said the Palace was thankful to ABS-CBN\u2019s plan to help the government in implementing distance learning amid the coronavirus disease 2019 pandemic.<\/p>\n<p><em>\u201cKung gobyerno ang gagamit, salamat po. Baka naman pupwedeng gamitin ang transmission at materyales ng<\/em>\u00a0ABS-CBN (If the government could use that, thank you.
