(Photo courtesy of PCG Commodore Armando Balilo via PNA)<\/figcaption><\/figure>\n<p><strong>MANILA<\/strong>\u00a0\u2013 The Hong Kong-flagged cargo ship MV Vienna Wood did not commit a \u201chit-and-run\u201d when it left the fishing vessel (F\/V) Liberty 5 after their collision last Sunday, the Philippine Coast Guard (PCG) said.<\/p>\n<p>In a radio interview over DZBB on Friday, PCG Commandant, Vice Admiral George Ursabia Jr., said a PCG probe found that after the collision, MV Vienna Wood attempted to keep a safe distance from F\/V Liberty 5 to avoid another collision.<\/p>\n<p><em>\u201cHindi naman nag<\/em>-commit\u00a0<em>ng<\/em>\u00a0hit-and-run\u00a0<em>ang<\/em>\u00a0MV Vienna Wood.\u00a0<em>Lumayo lang sila<\/em>\u00a0to achieve a safe distance.\u00a0<em>Tapos, napansin rin nila na may pitong<\/em>\u00a0vessels<em>\u00a0ang nag<\/em>-respond\u00a0<em>sa<\/em>\u00a0capsized vessel (MV Vienna Wood did not commit a hit-and-run. Then, they noticed that seven vessels already responded to the capsized vessel),\u201d Ursabia said.<\/p>\n<p>Based on the probe, he said the MV Vienna Wood also cited rough sea conditions as to why they did not deploy a rescue boat.<\/p>\n<p><em>\u201cHindi sila nag<\/em>-initiate\u00a0<em>na magbaba ng<\/em>\u00a0rescue boat. A factor would be\u00a0<em>&#8216;yung laki ng alon.<\/em>\u00a0They prioritized\u00a0<em>&#8216;yung<\/em>\u00a0proper navigation\u00a0<em>ng<\/em>\u00a0vessel\u00a0<em>dahil may mga maliliit na<\/em>\u00a0vessels\u00a0<em>na rin sa<\/em>\u00a0incident area (They did not initiate the deployment of a rescue boat. A factor would be the size of the waves. They prioritized proper navigation because there were smaller vessels in the incident area),\u201d Ursabia said.<\/p>\n<p>The PCG\u2019s investigation also found that the MV Vienna Wood\u2019s equipment was functioning properly, including its two radars, which detected F\/V Liberty 5 before the crash, he said.<\/p>\n<p>However, Ursabia noted that even after the ship attempted to change course, the collision with the fishing vessel still occurred.<\/p>\n<p><em>\u201cYung mga barko kasi, \u2018di tulad ng mga sasakyan sa kalsada, mas komplikado i-maniobra dahil may<\/em>\u00a0glide (Ships are not like road vehicles. They are more complicated to maneuver because of the glide),\u201d Ursabia said.<\/p>\n<p>Following the conclusion of their investigation on the Hong Kong-based merchant vessel, he said the PCG\u2019s lawyers in Mindoro have been collecting sworn statements from the mariners and fishermen who initially responded to the incident.<\/p>\n<p>\u201cWe are now building up pieces of evidence to file criminal charges against MV Vienna Wood,\u201d Ursabia said.<\/p>\n<p><strong>Rescue ops shift to retrieval ops<\/strong><\/p>\n<p>Meanwhile, after five days of search and rescue operations for the 14 missing fishermen and passengers aboard the F\/V Liberty 5 with no survivors found, he said the PCG has shifted its efforts to search and retrieval.<\/p>\n<p>He said the change occurred after three full days of finding no survivors.<\/p>\n<p>\u201cUsually\u00a0<em>ho kasi<\/em>, after three full days of search and rescue operations,\u00a0<em>kapag wala pa rin tayong naililigtas, nag-shi<\/em>-shift\u00a0<em>na tayo sa<\/em>\u00a0search and retrieval (Usually, after three full days of search and rescue, if we still haven\u2019t found a survivor, we shift to search and retrieval),\u201d Ursabia said.<\/p>\n<p>While there is now a higher chance of finding bodies instead of survivors in the next few days, he said finding survivors is still a possibility.<\/p>\n<p><em>\u201cHindi naman tayo nawawalan ng pag-asa.<\/em>\u00a0Miracle is a reality.\u00a0<em>May posibilidad pa rin na buhay pa sila<\/em>\u00a0(We\u2019re not losing hope. Miracles happen.
