KARL NORMAN ALONZO\/PRESIDENTIAL PHOTO<\/figcaption><\/figure>\n<p><strong>MANILA<\/strong>\u00a0\u2014 President Rodrigo Duterte on Thursday warned that he might order the police and the military to take over the enforcement of enhanced community quarantine (ECQ) in Luzon, in case Filipinos continue to disregard the protocols imposed by the government.<\/p>\n<p>In a televised public address, Duterte told the police and the military to get ready to oversee the implementation of Luzon-wide ECQ.<\/p>\n<p>He made the pronouncement, as he vented frustrations over the reported quarantine violations despite his repeated calls on the public to stay home to stop the further transmission of coronavirus disease 2019 (Covid-19).<\/p>\n<p>Duterte said his order would be akin to the declaration of \u201cmartial law.\u201d<\/p>\n<p>\u201cI\u2019m just asking for your\u00a0<em>disiplina kasi \u2018pag ayaw ninyo, mag<\/em>-take over\u00a0<em>ang<\/em>\u00a0military\u00a0<em>pati pulis<\/em>\u00a0(I\u2019m just asking for your discipline because if you won\u2019t follow, I\u2019d ask the police and the military to take over). I am ordering them now to be ready,\u201d he said in a speech aired over state-run PTV-4.<\/p>\n<p>Duterte\u2019s statement came after receiving reports that there are over 100,000 quarantine violators.<\/p>\n<p>As of April 13, some 107,088 individuals have violated ECQ protocols.<\/p>\n<p>Earlier Thursday, Cabinet Secretary Karlo Nograles said the promulgation of martial rule was not an option.<\/p>\n<p>Under Article 7, Section 18 of the 1987 Constitution, the President can declare martial law, \u201cin case of invasion or rebellion, when the public safety requires it.\u201d<\/p>\n<p><em>\u201cAng pulis pati<\/em>\u00a0military\u00a0<em>ang mag-<\/em>enforce\u00a0<em>ng<\/em>\u00a0social distancing\u00a0<em>at \u2018yung<\/em>\u00a0curfew.\u00a0<em>Sila na. Parang<\/em>\u00a0martial law\u00a0<em>na rin. Mamili kayo. Ayaw ko pero [kailangan] kapag naipit na ang bayan at walang disiplina kayo<\/em>\u00a0(The police and the military would enforce the social distancing and curfew. They will be in charge. It would be similar to martial law. You choose. I don\u2019t like it but it\u2019s necessary if the country will suffer because you have no discipline),\u201d Duterte said.<\/p>\n<p><strong>Probe cockfight, drinking sessions<\/strong><\/p>\n<p>Duterte earlier placed Luzon Island under ECQ until April 30 to arrest the spread of Covid-19.<\/p>\n<p>But following the reported rise in quarantine violations, Duterte ordered the Department of the Interior and Local Government (DILG) to investigate those behind the cockfighting activities and drinking sessions during the ECQ period.<\/p>\n<p>\u201cI\u2019d like the DILG to investigate\u00a0<em>kung sinong nagpasabong pati \u2018yung nag-iinuman<\/em>\u00a0(Individuals who are involved in cockfighting and drinking sessions),\u201d Duterte said.<\/p>\n<p>Duterte also told individuals engaged in cockfighting and drinking session that they would not receive any assistance from the national government.<\/p>\n<p>\u201cDo not expect any help from me.\u00a0<em>Sabihin oo talaga.<\/em>\u00a0Sorry\u00a0<em>na lang. May pera pala kayong pang-sabong. May pera pala kayong pang-inom<\/em>\u00a0(I\u2019m really telling you now. I feel sorry for you. You have money for cockfighting activities and drinking sessions),\u201d he said.<\/p>\n<p>The DILG on Tuesday said three village officials in Caloocan City were given a show-cause order for allegedly being involved in illegal cockfighting at the Manila North Cemetery on April 11.<\/p>\n<p>Despite his latest warning, Duterte admitted that it pains him to impose the ECQ.<\/p>\n<p>\u201cI have to admit it, this thing about the sequestration or quarantine is a cruel action by the government.\u00a0<em>Hindi madali ito. Pati ako nasasaktan<\/em>\u00a0(It\u2019s not easy for us.
