(File <a href=\"https:\/\/www.facebook.com\/PTVph\/photos\/a.248547658539245\/2844595795601072\/?type=3&amp;theater\">photo<\/a>:<a href=\"https:\/\/www.facebook.com\/PTVph\/\"> PTV\/Facebook<\/a>)<\/figcaption><\/figure>\n<p><strong>MANILA<\/strong>\u00a0\u2013 Cabinet Secretary Karlo Nograles on Friday clarified that the term &#8216;community quarantine&#8221; is the more appropriate term to describe the government&#8217;s latest move to contain the spread of the coronavirus disease 2019 (Covid-19).<\/p>\n<p>This as panic struck Metro Manila residents as several media firms labeled the recent government pronouncement as a \u2018lockdown\u2019.<\/p>\n<p>\u201cIt\u2019s not lockdown, we are under community quarantine.\u00a0<em>Iba ang<\/em>\u00a0connotation,\u00a0<em>ang daming<\/em>\u00a0interpretation<em>\u00a0pag sinabing<\/em>\u00a0\u2018lockdown\u2019\u00a0<em>wala nang<\/em>\u00a0cargo, food supply<em>\u00a0kaya nagpapanic ang mga tao<\/em>\u00a0(There\u2019s a different connotation with the word \u2018lockdown\u2019 and there\u2019s a lot that can be interpreted from it. When you say it, it means, there\u2019s no more cargo and food supply in the Metro that\u2019s why people are panicking). Deliberately, we do not use it,\u201d Nograles said in a live-streamed press forum in Malaca\u00f1ang.<\/p>\n<p>Nograles insisted that the measure implemented by the authorities shall be called a \u201ccommunity quarantine\u201d which is a technical term that can be defined by medical experts does not cause unnecessary alarm to the public.<\/p>\n<p>The term \u2018lockdown\u2019 generally means a state of isolation or restricted access instituted as a security measure, which was implemented in Wuhan, China and Italy, where a sudden spike in the number Covid-19 cases and deaths was recorded.<\/p>\n<p>Meanwhile, \u2018community quarantine\u2019 refers to restricting movements in an area that might have been exposed to infection without necessarily saying that the residents there are sick.<\/p>\n<p>On Thursday night, President Rodrigo Duterte announced to the public his decision to put Metro Manila in community quarantine but his words were received with confusion by many.<\/p>\n<p>\u201cWe don\u2019t want to use that term, because you are afraid to call it a lockdown.
