(File <a href=\"https:\/\/commons.wikimedia.org\/w\/index.php?curid=47796168\">photo by Judgefloro\/Wikimedia Commons, Public Domain<\/a>)<\/figcaption><\/figure>\n<p><strong>MANILA<\/strong>\u00a0\u2013 Speaker Alan Peter Cayetano on Wednesday announced that the House Committee on Legislative Franchises would conduct its first hearing on the 11 pending bills seeking to renew the franchise of broadcasting company ABS-CBN on March 10.<\/p>\n<p>\u201cI\u2019d just like to announce that Chairman \u201cChicoy\u201d (Franz Alvarez), as chairman of the House Committee on Legislative Franchises, released a notice today that on Mar. 10, 2020, at the Belmonte Hall, South Wing Annex, we will be taking up the 11 bills concerning the ABS-CBN Corp.\u2019s renewal of franchise,\u201d Cayetano told reporters in a press briefing.<\/p>\n<p>Cayetano said the agenda of the hearing would be to reiterate the call for the submission of position papers for or against the franchise renewal, as well as to instruct the National Telecommunications Commission to allow the network\u2019s continued operations as the chamber tackles the pending bills.<\/p>\n<p>\u201c<em>Para malinaw sa<\/em>\u00a0NTC\u00a0<em>na<\/em>\u00a0pending<em>\u00a0na sa<\/em>\u00a0committee\u00a0<em>at tine<\/em>-take up<em>\u00a0na ng<\/em>\u00a0committee.\u00a0<em>\u2018Wag nila papatayan ng ilaw, ika nga.<\/em>\u00a0Or grant<em>-an nila ng<\/em>\u00a0provisional authority (So that it would be clear to the NTC that the [franchise bills] are already pending and being taken up by the committee. They should not shut it down. Or they should grant [the network] a provisional authority),\u201d Cayetano said.<\/p>\n<p>Cayetano said the panel would also lay down the ground rules for the hearing to prevent making a \u201ccircus\u201d out of it.<\/p>\n<p>\u201c<em>Ayaw natin po na maging<\/em>\u00a0bull session\u00a0<em>yung<\/em>\u00a0hearing&#8211;i<em>big sabihin lahat ng may sama sa loob sa<\/em>\u00a0ABS\u00a0<em>yun ang gagawin. Ayaw din naman natin maging sipsipan<\/em>\u00a0forum<em>\u00a0na lahat ng magsasalita ay isa-isa lang sasabihin kung gaano kagaling, gaano kabango, gaano karami ang nagawa ng<\/em>\u00a0ABS (We don\u2019t want the hearing to be a bull session\u2014that means, all those who resent ABS would air their thoughts. We also don\u2019t want it to be a flattery forum with praises of how great, how fragrant, how laudable the actions of ABS are),\u201d he said.<\/p>\n<p>\u201cWe want to define the issues so\u00a0<em>ang pakiusap ko sa lahat ng<\/em>\u00a0pro<em>\u00a0at<\/em>\u00a0anti is before we reconvene in May\u00a0<em>nakapasok na lahat ng<\/em>\u00a0position papers\u00a0<em>dahil si<\/em>\u00a0Chairman\u00a0<em>ang magsasabi kung paano ang pagkakasunod-sunod ng mga<\/em>\u00a0issue (so I\u2019m requesting all pros and antis to submit their position papers before we reconvene in May because the Chairman would dictate the sequence of the issues),\u201d he added.<\/p>\n<p>Cayetano, however, noted that the ABS-CBN executives are not yet invited to the March 10 hearing since the agenda would be just focused on the instructions to the NTC.<\/p>\n<p>\u201cFor us, we have to take care of what is essential\u2014a fair and objective hearing.
