(File <a href=\"https:\/\/www.facebook.com\/SenatorPingLacson\/photos\/a.1709445882458737.1073742068.824886400914694\/1709442972459028\/?type=3&amp;amp;theater\">Photo<\/a>: <a href=\"https:\/\/www.facebook.com\/SenatorPingLacson\/\">Senator Ping Lacson\/Facebook<\/a>)<\/figcaption><\/figure>\n<p><strong>MANILA<\/strong>\u00a0&#8212; Senator Panfilo Lacson on Tuesday supported President Rodrigo Duterte over his outrage and subsequent move to remove procurement powers from the Philippine National Police (PNP) following the discovery of the alleged overpriced radar speed guns the PNP plans to buy.<\/p>\n<p>\u201cFirst, the President has all the reason to feel aggrieved\u00a0<em>kasi<\/em>\u00a0(because) he\u2019s always been generous\u00a0<em>sa<\/em>\u00a0PNP<em>\u00a0pagdating sa<\/em>\u00a0(to the PNP when it comes to) support; equipment, even salary, allowances,\u00a0<em>lahat binigay<\/em>\u00a0(he gave them all). So we cannot also blame the President to feel that way,\u201d Lacson said in an interview at the Senate.<\/p>\n<p>\u201cRegarding the legality of withdrawing (the procurement power), I think the President can always do that, as long as<em>\u00a0hindi<\/em>\u00a0<em>ma<\/em>-violate<em>\u00a0ang<\/em>\u00a0(it does not violate) RA 9184, the procurement law. And rightly so,<em>\u00a0kasi kung may ganoong<\/em>\u00a0(because if there is that) misbehavior when it involves public funds,\u00a0<em>dapat lang talaga alisin ang<\/em>\u00a0authority (it is just right to remove that authority),\u201d he said.<\/p>\n<p>Lacson said the next step would be for Interior Secretary Eduardo A\u00f1o to investigate and unmask the perpetrators of the anomalous and \u201cunconscionable\u201d transaction.<\/p>\n<p>\u201cSo\u00a0<em>dapat ito<\/em>\u00a0after the President has already announced\u00a0<em>na wini<\/em>-withdraw\u00a0<em>niya ang<\/em>\u00a0procurement authority from the PNP and having exposed\u00a0<em>ang ganoong kalaking<\/em>\u00a0overpricing,<em>\u00a0dapat<\/em>\u00a0it should be incumbent upon Sec. A\u00f1o\u00a0<em>na gumawa ng<\/em>\u00a0investigation and find out who is responsible (After the President has already announced that he was withdrawing the procurement authority from the PNP and having exposed that large overpricing, it should be incumbent upon Sec. A\u00f1o to conduct an investigation and find out who are responsible),\u201d he said.<\/p>\n<p>Lacson, who was also a former PNP chief, added that punitive actions should be taken against the culprits, as preventive steps and constant reminders do not seem to work effectively as deterrents.<\/p>\n<p>\u201c<em>Dapat ipakita na kung may ganyan dapat talagang makulong, kasi yan ang<\/em>\u00a0deterrent.\u00a0<em>Hanggang walang nakikitang nakukulong sasabihin nila kaya namang malusutan<\/em>\u00a0(It should be shown that persons who commit these things would be imprisoned, that\u2019s the deterrent.
