{"id":239913,"date":"2019-12-13T00:53:41","date_gmt":"2019-12-13T05:53:41","guid":{"rendered":"https:\/\/canadianinquirer.net\/v1\/?p=239913"},"modified":"2019-12-13T00:53:41","modified_gmt":"2019-12-13T05:53:41","slug":"dutertes-saln-still-not-publicized-8-months-past-deadline","status":"publish","type":"post","link":"https:\/\/canadianinquirer.net\/v1\/2019\/12\/13\/dutertes-saln-still-not-publicized-8-months-past-deadline\/","title":{"rendered":"Duterte&#8217;s SALN still not publicized 8 months past deadline"},"content":{"rendered":"<div class=\"mceTemp\"><\/div>\n<figure id=\"attachment_222532\" aria-describedby=\"caption-attachment-222532\" style=\"width: 1350px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2019\/07\/AAA1-2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-222532\" src=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2019\/07\/AAA1-2.jpg\" alt=\"\" width=\"1350\" height=\"900\" srcset=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2019\/07\/AAA1-2.jpg 1350w, https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2019\/07\/AAA1-2-768x512.jpg 768w\" sizes=\"auto, (max-width: 1350px) 100vw, 1350px\" \/><\/a><figcaption id=\"caption-attachment-222532\" class=\"wp-caption-text\">FILE: President Rodrigo Roa Duterte (File Photo: ALBERT ALCAIN\/PRESIDENTIAL PHOTO)<\/figcaption><\/figure>\n<p>Eight months after the deadline, President Rodrigo Duterte\u2019s Statement of Assets, Liabilities, and Net Worth (SALN) for the year 2018 has yet to be disclosed to the public by the government, despite his promises of transparency.<\/p>\n<p>The Philippine Center for Investigative Journalism (PCIJ) reported on Wednesday, December 11, that the Office of the Ombudsman and the Office of the President still has not released a copy of the President\u2019s SALN to the media, in spite of the laws of transparency to the public interest required of every public official.<\/p>\n<p>\u201cThis would be the first time in the last 30 years that a President has not released his or her SALN,\u201d said the report written by PCIJ executive director Malou Mangahas.<\/p>\n<p>\u201cSince the SALN Law was enacted on Feb 20, 1989, all 5 presidents before Duterte had publicly disclosed their annual SALNs without fail, year on year, via either the Office of the Ombudsman or the Office of the President,&#8221; read the report.<\/p>\n<p>The SALN is a document containing details of the increase or decrease of a public official\u2019s wealth, which includes their total assets and liabilities\u2014business and financial interests\u2014that make up their net worth. Their SALN will be used to check if the public official is involved in corrupt activities.<\/p>\n<p>PCIJ also reported that their multiple separate requests for the document to be released publicly \u201chave been tossed back and forth between the Office of the Executive Secretary and the Office of the Ombudsman.\u201d<\/p>\n<p>The report further stated that the requests to release the SALNs that were filed from June to November 2019 were all denied because the Ombudsman has not finalized the new guidelines on releasing the President&#8217;s and other senior public official\u2019s SALN\u2014which has been promised since 2019.<\/p>\n<p>\u201cNot one of the offices involved has bothered explaining why there has been a sudden need for new guidelines,\u201d PCIJ added.<\/p>\n<p>When PCIJ told Ombudsman Samuel R.
