(PNA photo by Ben Briones).<\/figcaption><\/figure>\n<div dir=\"ltr\"><strong>MANILA<\/strong>\u00a0&#8212; Vice President Leni Robredo did not see the &#8220;total picture&#8221; of the drug menace in the country during her short stint as Inter-Agency Committee on Anti-Illegal Drugs (ICAD) co-chairperson, the head of the Philippine Drug Enforcement Agency (PDEA) said on Thursday.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">PDEA Director General Aaron Aquino, who concurrently heads ICAD, said Robredo was &#8220;misinformed&#8221; due to her failure to meet with three of four ICAD clusters.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Aquino added that the Vice President might have felt &#8220;overwhelmed&#8221; by invitations from other international communities, such as the<\/div>\n<div dir=\"ltr\">United States and the United Nations Office on Drugs and Crime (UNODC) to discuss President Rodrigo Duterte&#8217;s anti-narcotics campaign.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">&#8220;<em>Sinabi ko sa kanya na<\/em>\u00a0(I told her), &#8216;You need to meet (with) the four clusters. And\u00a0<em>nangyari<\/em>\u00a0(But what happened was) she failed to meet (with) the other three clusters when she started to meet (with) other international counterparts like the US, the UNODC,&#8221; he told Palace reporters in a press conference.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">&#8220;(Had) she met before ICAD clusters,<em>\u00a0magiging mas malaki ang kanyang<\/em>\u00a0scope of knowledge<em>\u00a0kung ano ang<\/em>\u00a0drug situation\u00a0<em>ng Pilipinas<\/em>\u00a0(she would have a greater scope of knowledge about the drug situation in the Philippines),&#8221; Aquino added.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Aquino&#8217;s statement came four days after Robredo announced that she would be releasing her findings on the government&#8217;s crackdown on illegal drugs through a &#8220;report to the nation&#8221; on December 16.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Duterte was prompted to appoint Robredo on October 31 as Aquino&#8217;s co-chair at ICAD, after the Vice President claimed that his administration&#8217;s drug war is &#8220;obviously not working.&#8221;<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Robredo was originally assigned as ICAD co-chair until June 30, 2022 but was stripped of her role at the anti-drug body following her supposed failure to present new measures in curbing the drug proliferation in the country.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Aquino explained that Robredo was only able to meet with ICAD&#8217;s enforcement cluster, which is tasked to conduct anti-illegal drug operations with the support of other law enforcement agencies through the PDEA and the National Anti-Drug Task Force.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">The Vice President, however, missed the opportunity to hold a dialogue with the justice; advocacy; and rehabilitation and reintegration clusters.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">The anti-drug panel&#8217;s justice cluster is primarily responsible for the expeditious prosecution of all drug cases and the provision of legal assistance to law enforcers, while the advocacy cluster is mandated to conduct a nationwide advocacy campaign for the government&#8217;s anti-illegal drug policy and programs.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">The ICAD&#8217;s rehabilitation and reintegration cluster, meanwhile, is designated to implement drug rehabilitation programs and ensure the reintegration of former drug dependents and other drug personalities.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Aquino said Robredo could have provided more recommendations on how to deal with the drug problem, had she met with the four ICAD clusters.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">&#8220;And maybe after meeting (with) the four clusters,\u00a0<em>eh sana kung meron man siyang mai<\/em>-implement\u00a0<em>na<\/em>\u00a0program<em>\u00a0o<\/em>\u00a0strategies to strengthen the ICAD (she would have been able to implement programs or strategies to strengthen the ICAD),&#8221; he said.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">&#8220;<em>Nagkakaroon ng<\/em>\u00a0misinformation.\u00a0<em>Hindi niya nakukuha lahat ng problema ng<\/em>\u00a0illegal drugs (There was a misinformation. She was unable to fully understand the problem on illegal drugs),&#8221; he added.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Aquino also noted that Robredo had &#8220;refused to be briefed&#8221; on the roster of high-value targets and on the administration&#8217;s accomplishments to fight illegal drugs, since her scope of authority at that time remained unclear.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\"><strong>Unfazed by drug war findings<\/strong><\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Robredo served as co-chairperson of the ICAD for 19 days.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">In a media interview on Monday, Robredo said she would make public the report that contains her discoveries and recommendation on how to improve the government&#8217;s efforts against illegal drugs.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Aquino believed that the report that would be released merely includes the two reports from Robredo submitted to the President when she was still with ICAD.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Unfazed by Robredo&#8217;s impending release of the report, he said the current administration is ready to hear her side, be it &#8220;good or bad for the administration.&#8221;<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">&#8220;<em>&#8216;Yung<\/em>\u00a0report(s)\u00a0<em>na &#8216;yun pinadala niya sa ating Presidente at nakasaad doon kung ano yung mga nakita niyang dapat ayusin, &#8216;yung mga<\/em>\u00a0recommendations<em>\u00a0niya<\/em>\u00a0(She transmitted to the President her reports which contain her recommendations to strengthen ICAD),&#8221; he said.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">&#8220;If there is (If she has a discovery), I urge her to open up. Hindi kailangan i-tago (There is no need to hide it).\u00a0<em>Kung ano yung discoveries na nakita niya<\/em>\u00a0(Whatever discoveries she has), whether good or bad for the administration, then go,&#8221; Aquino added.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\"><strong>Robredo&#8217;s recommendations to be considered<\/strong><\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Acknowledging that Robredo &#8220;did well&#8221; as ICAD co-chair, Aquino said the anti-drug body is open to considering the Vice President&#8217;s recommendations to improve the government&#8217;s handling of the country\u2019s drug problem.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">He said he had already instructed all ICAD members to assess Robredo&#8217;s suggestions until January 2020.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">He also raised the possibility of adopting the proposals made by the Vice President in case the ICAD finds them &#8220;beneficial&#8221;.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">&#8220;We&#8217;ll see if it&#8217;s credible or not,&#8221; Aquino said. &#8220;If it would be beneficial to the ICAD, why not? Let&#8217;s follow her recommendation. And I distributed the letters to all ICAD members and I asked them to comply.&#8221;<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">The ICAD, created through an Executive Order inked by Duterte on March 6, 2017, is mandated to ensure the member-agencies&#8217; implementation of and compliance with all policies, laws, and issuances on the government&#8217;s anti-illegal drug campaign, in an<\/div>\n<div dir=\"ltr\">&#8220;integrated and synchronized manner.&#8221;<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">The ICAD members include the Dangerous Drugs Board; Technical Education and Skills Development Authority; Philippine Information Agency; Public Attorney&#8217;s Office; Office of the Solicitor General; Philippine Coast Guard; Philippine National Police; National Bureau of Investigation; Armed Forces of the Philippines; and Anti-Money Laundering Council.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Other members are the departments of the interior and local government, justice, health, education, social welfare, trade, agriculture, and defense, as well as the customs and immigration bureaus.<\/div>\n<div dir=\"ltr\"><strong>ICAD better off without Robredo<\/strong><\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Aquino said Robredo could still help the government even though she no longer heads the ICAD.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">He noted that the ICAD is &#8220;better off&#8221; without Robredo, since it could fulfill its mandate without feeling any discomfort.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">&#8220;<em>Medyo nawawala yung<\/em>\u00a0pressure<em>\u00a0at saka &#8216;yung, kasi<\/em>\u00a0once\u00a0<em>na andiyan siya,<\/em>\u00a0I feel really uncomfortable<em>\u00a0kasi nga<\/em>\u00a0Vice President\u00a0<em>siya<\/em>\u00a0(There is no pressure.
