{"id":238541,"date":"2019-11-27T00:47:14","date_gmt":"2019-11-27T05:47:14","guid":{"rendered":"https:\/\/canadianinquirer.net\/v1\/?p=238541"},"modified":"2019-11-27T00:47:14","modified_gmt":"2019-11-27T05:47:14","slug":"hontiveros-urges-natl-security-audit-of-ph-power-transmission-facilities","status":"publish","type":"post","link":"https:\/\/canadianinquirer.net\/v1\/2019\/11\/27\/hontiveros-urges-natl-security-audit-of-ph-power-transmission-facilities\/","title":{"rendered":"Hontiveros urges \u2018nat\u2019l security audit\u2019  of PH power transmission facilities"},"content":{"rendered":"<figure id=\"attachment_153028\" aria-describedby=\"caption-attachment-153028\" style=\"width: 1890px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2018\/02\/risa-hontiveros-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-153028\" src=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2018\/02\/risa-hontiveros-1.jpg\" alt=\"\" width=\"1890\" height=\"1098\" srcset=\"https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2018\/02\/risa-hontiveros-1.jpg 1890w, https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2018\/02\/risa-hontiveros-1-300x174.jpg 300w, https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2018\/02\/risa-hontiveros-1-768x446.jpg 768w, https:\/\/canadianinquirer.net\/v1\/wp-content\/uploads\/2018\/02\/risa-hontiveros-1-1024x595.jpg 1024w\" sizes=\"auto, (max-width: 1890px) 100vw, 1890px\" \/><\/a><figcaption id=\"caption-attachment-153028\" class=\"wp-caption-text\">In proposed Senate Resolution No. 223, Hontiveros called on the Senate to conduct an investigation in aid of legislation and a national security audit of the operations and facilities of the National Grid Corporation (NGCP), the country\u2019s power transmission service provider.\u00a0\u00a0The NGCP is 40 percent owned by the State Grid Corporation of China.\u00a0 (File <a href=\"https:\/\/www.facebook.com\/senateph\/photos\/a.815377408486542.1073741828.749071305117153\/1774765065881100\/?type=3&amp;amp;theater\">photo<\/a> by Joseph Vidal via <a href=\"https:\/\/www.facebook.com\/senateph\/\">Senate of the Philippines\/Facebook<\/a>)<\/figcaption><\/figure>\n<p>Akbayan Senator Risa Hontiveros has filed a resolution urging a legislative probe into the Philippines\u2019 power transmission sector amid recent revelations of foreign access to and control over the country\u2019s power grid system.<\/p>\n<p>In proposed Senate Resolution No. 223, Hontiveros called on the Senate to conduct an investigation in aid of legislation and a national security audit of the operations and facilities of the National Grid Corporation (NGCP), the country\u2019s power transmission service provider.\u00a0\u00a0The NGCP is 40 percent owned by the State Grid Corporation of China.<\/p>\n<p>During the audit, Hontiveros said, lawmakers will \u201creview and evaluate the performance of the NGCP,\u201d as well as investigate reports that China may control and remotely shut down the country\u2019s power transmission system.<\/p>\n<p>\u201cWe need to know for certain if our energy systems and infrastructure fully remain under Filipino control, and if we have implemented the technical safeguards needed to prevent foreign interference in or sabotage of our national electricity grid,&#8221; Hontiveros said.<\/p>\n<p>Hontiveros pointed to reports of \u2018foreign executives\u2019 connected with the NGCP who have been hiring and deploying foreign drivers and engineers, in violation of Section 11, Article XII of the 1987 Constitution &#8211; which requires executive and managing officers of public utilities like NGCP to be Filipino citizens &#8211; and the Anti-Dummy Law.<\/p>\n<p>She also noted reports claiming that only Chinese engineers have been able to troubleshoot, operate and control the NGCP\u2019s power transmission facilities \u201cbecause of the currently-installed information and communication technology for the automatic and remote monitoring and control of said facilities.\u201d<\/p>\n<p>At the Senate&#8217;s deliberation of the energy department\u2019s 2020 budget, National Transmission Corporation (TransCo) President Melvin Matibag also confirmed that \u201cit was possible for a hostile 3rd party to disable the country\u2019s power grid remotely.\u201d Matibag revealed that despite exercising oversight functions over NGCP, Transco\u2019s access to NGCP\u2019s facilities has been limited.<\/p>\n<p>\u201cIf these reports are true, these vulnerabilities pose a grave risk to public infrastructure, to national security, and to the daily lives of our people.
