MANILA<\/strong>\u00a0— A Palace official on Monday said he will leave it to the drug enforcement agencies to decide who will be given access to the list of high-value targets (HVTs) in the campaign against illegal drugs, including Vice President Leni Robredo, co-chair of the Inter-Agency Committee on Anti-illegal Drugs (ICAD).<\/p>\n

Cabinet Secretary Karlo Nograles said although the Vice President co-chairs the ICAD, agencies such as the Philippine Drug Enforcement Agency (PDEA) and the Philippine National Police (PNP) are being extra careful on whom to share the narco list with to avoid endangering national security.<\/p>\n

\u201cWe will leave it up [sic] to the drug enforcement agency to determine\u00a0kung sino ba yung may<\/em>\u00a0access\u00a0dapat sa mga listahan<\/em>\u00a0(who or who cannot have access to the list),\u201d Nograles said in a phone interview with Palace reporters.<\/p>\n

\u201cYou have to understand\u00a0yung<\/em>\u00a0(the) sensitivity of the list\u00a0at siyempre, sila yung<\/em>\u00a0(of course they\u2019re) keepers of the list\u00a0e<\/em>\u00a0so yung<\/em>\u00a0accountability and responsibility\u00a0ay<\/em>\u00a0ultimately\u00a0nasa kanila kung magkakaroon ng<\/em>\u00a0compromise\u00a0sa listahan<\/em>\u00a0(will be theirs if there will be a compromise on the list),\u201d he added.<\/p>\n

Earlier, PDEA Director General Aaron Aquino has expressed willingness to share a copy of the sensitive narco list with Robredo but only for a good reason and in a closed-door meeting.<\/p>\n

However, PNP Officer-in-Charge Lt. General Archie Gamboa said it is up to Aquino to share the confidential information or not.<\/p>\n

Robredo said she would not insist to have access to the list, but stressed that she had no intention of revealing any sensitive information that would pose security risks.<\/p>\n

President Rodrigo Duterte, who offered Robredo the ICAD post, warned that he could remove the Vice President from her post should she divulge sensitive information that could harm national security.
\nCabinet post or not?<\/p>\n

Nograles, meanwhile, echoed the remark made by Presidential Spokesperson Salvador Panelo that it would be unnecessary for Robredo to attend future Cabinet meetings if the drug problem is not on the agenda.<\/p>\n

\u201cKung di naman nag-i-<\/em>involve\u00a0yung<\/em>\u00a0agency,\u00a0yung<\/em>\u00a0regular attendees\u00a0lamang ang<\/em>\u00a0(If the agenda of the meeting does not involve that agency, then only regular attendees are) automatically expected to attend out Cabinet meetings,\u201d Nograles said.<\/p>\n

Robredo’s spokesperson, lawyer Barry Gutierrez, maintained that it remains unclear whether the Vice President’s designation is a Cabinet position. He said it is not indicated in the memorandum which granted Robredo the position.<\/p>\n

Although he could not confirm nor deny whether Robredo was indeed given a Cabinet position, Nograles said being appointed as co-chair of ICAD gives her \u201csufficient\u201d power to call for meetings with drug enforcement agencies.<\/p>\n

\u201cHe\u2019s (Duterte was) the one who appointed her so it\u2019s really up to him. It\u2019s his intention as appointing officer. Maybe\u00a0ang ibig niyang sabihin<\/em>\u00a0[co-]chair\u00a0siya ng<\/em>\u00a0ICAD but not necessarily Cabinet Secretary,” he said.<\/p>\n

Nograles said it was best to wait for Robredo\u2019s appointment paper to confirm whether or not she was indeed given a Cabinet rank.<\/p>\n

\u201cShe\u2019s already calling meetings with anti-drug agencies as co-chair of ICAD.\u00a0Binibigyan naman siya ng suporta ng lahat ng mga ahensiya na kasama sa<\/em>\u00a0ICAD (And she is being given support by agencies that are part of ICAD),\u201d Nograles said.<\/p>\n

\u201cAs long as co-chair naman siya ng ICAD I think that\u2019s sufficient. And the fact that she is able to call meetings means she\u2019s already doing her job as chair of ICAD,\u201d he added.<\/p>\n","protected":false},"excerpt":{"rendered":"
