Duterte raised the need for a peaceful resolution of the South China Sea issue and the immediate conclusion of a binding Code of Conduct (COC) for the benefit of the Association of Southeast Asian Nations (Asean).<\/p>\n<p>He stressed these points during the Plenary of the 35th Asean Summit here Saturday night, citing that the sea row continues to create uncertainty and instability in the region.<\/p>\n<p>\u201cAs Asean-China Country Coordinator, the Philippines will do its utmost part to conclude negotiations on a Code of Conduct as soon as possible,\u201d Duterte said.<\/p>\n<p>\u201cNotwithstanding the lack of enthusiasm by some external partners, I believe that we in Asean are one in the view that an effective and substantive COC will be good for the region,\u201d he said.<\/p>\n<p>The President explained that for a peaceful resolution of the issues to happen, Asean should have an environment that is conducive to negotiations and fair compromises.<\/p>\n<p>\u201cAsean must, therefore, remain united. We must lead the way in building trust and confidence among all stakeholders. And we must use all the influence that we have, individually and collectively, to persuade parties to exercise self-restraint and avoid actions that may further complicate the situation,\u201d he said.<\/p>\n<p>Presidential Spokesperson and Chief Presidential Legal Counsel Salvador S.
