(<a href=\"https:\/\/www.facebook.com\/photo.php?fbid=10159516755500019&amp;amp;set=a.10155918607045019&amp;amp;type=3&amp;amp;theater\">File Photo<\/a>: <a href=\"https:\/\/www.facebook.com\/jonathan.malaya?__tn__=%2Cd%2AF%2AF-R&amp;eid=ARCb8OzKPonOONyAbaliGZ0jRQDFAitU3wdKew3AyWhZsk-vqXF_CXT6tt-aKz41l-RLSxmzWnaJtGzW&amp;tn-str=%2AF\">Jonathan Malaya\/Facebook<\/a>)<\/figcaption><\/figure>\n<p><strong>MANILA<\/strong>\u00a0&#8212; The Department of the Interior and Local Government (DILG) wants to revisit the party-list provision in the 1987 Constitution, stressing that it has not been serving its main purpose.<\/p>\n<p>DILG Spokesman and Undersecretary Jonathan Malaya said that the original intent of the 1987 Constitution should be redirected.<\/p>\n<p>\u201cI think it\u2019s about time to revisit the party-list system<em>\u00a0kasi<\/em>\u00a0[because] the party list system as it evolved in the Philippines has been taken over by certain interest,\u201d Malaya told reporters on Thursday when sought for a comment.<\/p>\n<p>&#8220;A lot of studies have shown that some political parties have been taken by some clans,&#8221; Malaya added.<\/p>\n<p>The DILG official explained that in other parts of the world, it is called &#8220;proportional representation system.&#8221;<\/p>\n<p>Under this system, Malaya said, voting is for the mainstream political parties and from within marginalized and underrepresented sectors are represented.<\/p>\n<p>&#8220;You don\u2019t have to create another party for the youth or another party for the woman for the farmers.
