(File <a href=\"https:\/\/www.facebook.com\/alanpetercayetano\/photos\/a.521970207895765\/2464472253645541\/?type=3&amp;theater\">photo<\/a>: <a href=\"https:\/\/www.facebook.com\/alanpetercayetano\/\">Alan Peter Cayetano\/Facebook<\/a>)<\/figcaption><\/figure>\n<p>MANILA\u00a0&#8212; The leadership of the House of Representatives will conduct a survey to determine the views of lawmakers in navigating the fate of controversial measures, including the proposed law legalizing absolute divorce and the death penalty, Speaker Alan Peter Cayetano said Thursday.<\/p>\n<p>\u201cThe House will be conducting, during the break and the first week of November, a survey to ask the members of the House,<em>\u00a0\u2018Ano sa tingin ninyo ang divorce? Ano tingin n\u2019yo ang\u00a0<\/em>death penalty<em>? Ano ang tingin n\u2019yo sa\u00a0<\/em>federalism<em>? Ano ang tingin niyo sa<\/em>\u00a0Charter change? But as I&#8217;ve said,\u00a0<em>maraming<\/em>\u00a0controversial\u00a0<em>diyan<\/em>\u00a0(What are your views on divorce, death penalty, federalism and Charter change? There are a lot of controversial bills out there),\u201d Cayetano said in a media interview.<\/p>\n<p>\u201cWe have to act depending on our conscience,<em>\u00a0pero babalansehin din natin \u2018yun sa<\/em>\u00a0priorities\u00a0<em>ng administrasyon<\/em>\u00a0(but we also have to balance it with the priorities of the administration).\u00a0<em>Kung \u2018yung konsensya natin at gusto ng administrasyon ay pareho, wala tayong problema<\/em>\u00a0(If our conscience and the priorities of the administration are similar, there is no problem),\u201d he said.<\/p>\n<p>Cayetano said bills that enjoy wide support or consensus from the majority of House members will be prioritized.<\/p>\n<p>\u201cI will not stop (the process), but we will act with caution on bills that have no consensus,\u201d he said, citing the issue of divorce, as an example.<\/p>\n<p>Cayetano said he is personally against divorce, but assured the public that he would not block the free flow of intelligent debates on the issue, which ironically is being pushed by his sister, Senator Pia Cayetano who is separated from her husband.<\/p>\n<p>The lady senator filed Senate Bill (SB) 288 to legalize divorce on certain conditions while at least four similar bills had been filed at the House of Representatives.<\/p>\n<p>\u201cI can tell you my personal stand,\u00a0<em>pero hindi lang ako ang masusunod<\/em>\u00a0(but I am not the only one who will decide). So I can assure you of full debates and discussions on this issue,\u201d Cayetano said.<\/p>\n<p>Nevertheless, he acknowledged the need to find a solution for couples who are trapped in a failed or troubled marriage, owing to the possibility that children caught in the marital conflict might suffer trauma.<\/p>\n<p>\u201cDefinitely for impossible marriages,<em>\u00a0ibig sabihin \u2018yung ginugulpi \u2018yung asawa<\/em>\u00a0(such as in the case of a battered spouse)\u00a0<em>\u2018yung<\/em>\u00a0psychologically incapacitated, we have to find a solution. Some believe that divorce is a solution, some, like me, do not believe that divorce is a solution.
