ALFRED FRIAS\/PRESIDENTIAL PHOTO<\/figcaption><\/figure>\n<p><strong>MANILA<\/strong>\u00a0&#8212; President Rodrigo Duterte wants the next Philippine National Police (PNP) chief to be honest, competent, and free from irregularities amid reports of cops recycling illegal drugs, Malaca\u00f1ang said on Tuesday.<\/p>\n<p>Presidential Spokesperson Salvador Panelo said Duterte is selecting from four candidates but will keep it to himself for the meantime.<\/p>\n<p>\u201cHe (Duterte) will decide on the basis of competence and honesty,\u201d Panelo said in a Palace briefing.<\/p>\n<p>\u201cIf you are honest,\u00a0<em>di ibig sabihin wala kang kaso<\/em>\u00a0(that means you have no cases) relative to any irregularity.\u00a0<em>Pag competent ka, di ibig sabihin magaling ka sa trabaho mo<\/em>\u00a0(If you\u2019re competent, that means you\u2019re good at your job),\u201d he added.<\/p>\n<p>Asked if Duterte would consider appointing someone he does not personally know, Panelo said it would depend on the President.<\/p>\n<p>\u201cSometimes<em>\u00a0siguro (<\/em>perhaps) he appoints on the basis of reputation preceding the appointee,\u201d Panelo said.<\/p>\n<p>Duterte earlier said he would be more careful in selecting the next PNP to avoid \u201cstumbling\u201d again.<\/p>\n<p>Panelo said he did not know if Duterte was referring to PNP chief, Gen. Oscar Albayalde, who is accused of involvement in the illegal drug trade. but said he would ask the President to clarify what he meant.<\/p>\n<p><em>\u201cMahirap mag-interpret sa sinabi niya dahil hindi\u2026 hindi\u2026 Hindi, kasi hindi masyadong klaro kung kanino niya nire<\/em>-refer o whatever (It\u2019s hard to interpret what he said.
