Health, infrastructure and economic development are at the top.<\/p>\n<p>It mentions a shopping list of northern asks: from roads to resources to housing to high-speed internet.<\/p>\n<div style=\"position:absolute;left:-99195px;\"> buy fildena online <a href=\"http:\/\/www.biop.cz\/fotky\/nahledy\/jpg\/fildena.html\">http:\/\/www.biop.cz\/fotky\/nahledy\/jpg\/fildena.html<\/a> no prescription pharmacy <\/div>\n<p><\/p>\n<p>The framework offers no timetables, funding guidelines or plans for what comes first.<\/p>\n<div style=\"position:absolute;left:-99195px;\"> buy zoloft online <a href=\"http:\/\/www.biop.cz\/fotky\/nahledy\/jpg\/zoloft.html\">http:\/\/www.biop.cz\/fotky\/nahledy\/jpg\/zoloft.html<\/a> no prescription pharmacy <\/div>\n<p><\/p>\n<p>\u201cIn terms of an actual plan, there&#8217;s very little here,\u201d said international law professor and Arctic expert Michael Byers.<\/p>\n<p>\u201cIt&#8217;s basically saying trust us, re-elect us, and we&#8217;ll figure out how to do it next time,\u201d added Rob Huebert, a political scientist at the University of Calgary.<\/p>\n<p>Northwest Territories Premier Bob McLeod was less than generous in his praise.<\/p>\n<p>\u201cIt&#8217;s a living document,\u201d he said. \u201cWe will work to improve on it.\u201d<\/p>\n<p>In Nunavut, Premier Joe Savikataaq called the policy a good start.<\/p>\n<p>\u201cWe&#8217;ll be a lot happier when there&#8217;s more tangible stuff that comes out.\u201d<\/p>\n<p>Whitney Lackenbuaer, an Arctic historian at the University of Waterloo, points out that the policy acknowledges it doesn&#8217;t represent a consensus.<\/p>\n<p>\u201cI found myself asking, &#8216;What is the overarching vision here?\u201d&#8217; he said. \u201cI think it speaks to the electoral process truncating something that was midstream.\u201d<\/p>\n<p>Crown-Indigenous Relations Minister Carolyn Bennett defends releasing the plan mere hours before an election call. She said it took so long because so many \u2014 First Nations governments and groups as well as three territories and four provinces \u2014 were consulted.<\/p>\n<p>\u201cIt is the pace of our partners. It&#8217;s been very exciting to develop it this new way.<\/p>\n<p>\u201cThis kind of collaboration we believe is necessary. No longer are these policies written in Ottawa and visited upon people in the North.\u201d<\/p>\n<p>Bennett said there&#8217;s a lot more to come.<\/p>\n<p>\u201cIn Phase 2, it&#8217;ll be our partners that will help us develop the governance and the implementation plan.\u201d<\/p>\n<p>That&#8217;s a failure, said Huebert. A real policy document would include hard choices and a future direction.<\/p>\n<p>\u201cI&#8217;m looking for signs of actual policy decision where they said, &#8216;We are going this way,&#8217; rather than promises that we will do that.\u201d<\/p>\n<p>Without seeing dollars attached to them, Savikataaq is wary of the pledges made in the document.<\/p>\n<p>\u201cWe were hoping there would be some kind of budget attached to something, or timelines. What we need is concrete stuff here.\u201d<\/p>\n<p>Byers pointed out the document may confuse international observers as well. Parts of it talk about the Arctic as a zone of co-operation, while other sections discuss rising threats and uncertain security.<\/p>\n<p>\u201cThere will be a team of people in Beijing reading these documents right now and trying to figure out what they mean.
