MANILA<\/strong>\u00a0— President Rodrigo R. Duterte on Tuesday described the exclusion of the Hacienda Luisita from the agrarian reform program as \u201cthe greatest aberration\u201d done to farmer-beneficiaries.<\/p>\n

Duterte said although he has \u201cnothing against\u201d the Aquino family, including the late President Corazon Aquino and her son, President Benigno Aquino III, he said farmer-beneficiaries should have been awarded with portions of the land in Tarlac.<\/p>\n

\u201cI\u2019d like to state very clearly that I have nothing against the Aquino family.\u00a0‘Yung dalawang presidente, pati ang pamilya<\/em>(The two Presidents and the family). I\u2019d like to put it in record that for the first two Aquino presidents,\u00a0sumuporta po kami, ang pamilya namin sa<\/em>\u00a0Davao (our family in Davao supported them) because we believed in Corazon Aquino and I happen also to just\u2026the best that was available at that time,\u201d Duterte said in his speech during the 31st anniversary celebration of the Comprehensive Agrarian Reform Program (CARP) at the Department of Agrarian Reform (DAR) main office in Quezon City.<\/p>\n

\u201cPero<\/em>\u00a0(But) the greatest aberration, if I look back in time\u2026\u00a0alam mo, kung ako naman siguro ang naging malapit lang naman makapag bulong<\/em>\u00a0(you know, if I could only suggest), to make the suggestion\u00a0na<\/em>\u00a0(that) will not irritate\u00a0‘yung sinasabihan ko\u2026alam mo ‘yung<\/em>\u00a0(the person I\u2019m telling it to, you know) the greatest aberration\u00a0sa<\/em>\u00a0(in) land reform was the Philippines was declared\u2026the whole of the country.. as a land reform program area\u00a0pero tinanggal nila ang<\/em>\u00a0Do\u00f1a Luisita (but they excluded Do\u00f1a Luisita),\u201d he said.<\/p>\n

Duterte recalled the bloody Hacienda Luisita massacre on November 16, 2004 where union farmers and activists conducting a strike were violently dispersed.<\/p>\n

Another group of farmers pushing for land reform on Hacienda Luisita and other landholdings were also violently dispersed by police and soldiers in Mendiola, Manila on January 22, 1987.<\/p>\n

\u201cFar and in between the years that it was fighting\u2026I mean the tenants,\u00a0marami ho ang namatay<\/em>\u00a0(there were a lot who died). A lot of people died\u2026invested blood, just to realize, until late today,\u00a0‘yung mga lupa na dapat sa kanila<\/em>\u00a0(the land that should have been theirs),\u201d Duterte said.<\/p>\n

Duterte bared that during his 2016 presidential campaign, he encouraged land reform because he commiserated with farmer-beneficiaries.<\/p>\n

He reminded\u00a0hacienderos<\/em>\u00a0(big landowners) that \u201cthere is a time for everything\u201d, including a time \u201cto live simply\u201d.<\/p>\n

Meanwhile, Duterte encouraged the Department of Agrarian Reform (DAR) to study the land reform program \u201cvery carefully\u201d before it is implemented.<\/p>\n

\u201cBut if you go into a place where you want to implement land reform, do not just take it as it is. Study very carefully, the psychological, the economical, the social background\u00a0sa mga taong ito<\/em>\u00a0(of these people),\u201d Duterte said.<\/p>\n

Agrarian Reform Secretary John Castriciones earlier bared that his agency will be distributing the remaining portions of the land in Hacienda Luisita to farmer-beneficiaries in Tarlac.<\/p>\n

In 2012, the Supreme Court ordered the distribution of Hacienda Luisita’s 4,915-hectare agriculture lands to farmer-beneficiaries.<\/p>\n","protected":false},"excerpt":{"rendered":"
