(<a href=\"https:\/\/www.facebook.com\/PTVph\/photos\/a.248547658539245\/2903919146335403\/?type=3&amp;theater\">Photo<\/a> By Mark Fetalco via <a href=\"https:\/\/www.facebook.com\/PTVph\/\">PTV\/Facebook<\/a>)<\/figcaption><\/figure>\n<p><strong>MANILA<\/strong>\u00a0&#8212; Convicted rapist and murderer, former Calauan, Laguna mayor Antonio Sanchez, is not eligible for an earlier release from prison, Malaca\u00f1ang said on Monday.<\/p>\n<p>Presidential Spokesperson Salvador Panelo reiterated that Sanchez is not eligible because Republic Act 10592 states that \u201crecidivists, habitual delinquents, escapees and persons charged with heinous crimes\u201d are excluded from the law\u2019s coverage.<\/p>\n<p>The law provides new guidelines on how to compute good conduct time, including a 20-day deduction for each month of good behavior during the first two years of imprisonment.<\/p>\n<p>\u201cThe law is very clear. It gave four categories that cannot be covered by the expressed provision of the law\u00a0<em>kaya hindi talaga pu-puwede<\/em>\u00a0(that\u2019s why he really cannot be released),\u201d Panelo said in a television interview.<\/p>\n<p>Panelo said some sectors initially floated the possibility of Sanchez\u2019s early release because they misunderstood the provision in the law emphasizing the exemptions.<\/p>\n<p>\u201c<em>Hindi mo mapapansin hanggang hindi mo hinihimay &#8216;yung<\/em>\u00a0provision\u00a0<em>kaya<\/em>\u00a0(You won\u2019t notice unless you deconstruct the provision so) everybody thought that the act applies to all inmates,\u00a0<em>&#8216;yun ata ang pagkakamali<\/em>\u00a0(that\u2019s the mistake),\u201d Panelo said.<\/p>\n<p>He insisted that President Rodrigo Duterte would not allow Sanchez to walk free, saying the President even told Bureau of Corrections (BuCor) Chief Nicanor Faeldon not to allow the former mayor\u2019s release.<\/p>\n<p>\u201c<em>Nakausap ko si Presidente, talagang sabi niya nga<\/em>\u00a0the very night\u00a0<em>na lumabas \u2018yan eh tinawagan niya na si<\/em>\u00a0Commissioner Faeldon at\u00a0<em>sinabi niya na kaagad ang<\/em>\u00a0stand\u00a0<em>niya<\/em>\u00a0(I spoke to the President, he said the very night the news came out, he called Faeldon and told him his stand not to allow the release),\u201d Panelo said.<\/p>\n<p>Senator Christopher \u201cBong\u201d Go, Duterte\u2019s former aide, also confirmed to reporters that Duterte would not allow Sanchez to be released.<\/p>\n<p>Sanchez was sentenced to seven counts of reclusion perpetua (up to 40 years imprisonment) for the rape and murder of University of the Philippines Los Ba\u00f1os student Eileen Sarmenta and the murder of her companion, Allan Gomez in 1993.<\/p>\n<p>Panelo, Sanchez\u2019s former lawyer, earlier denied his involvement in Sanchez\u2019s possible release, saying he withdrew as the former mayor\u2019s lawyer in 1995.<\/p>\n<p>On Monday, the Department of Justice (DOJ) said it will conduct a 10-day review period on the contentious implementing rules and regulations of the law.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>MANILA\u00a0&#8212; Convicted rapist and murderer, former Calauan, Laguna mayor Antonio Sanchez, is not eligible for an earlier release from prison, &hellip;<\/p>\n","protected":false},"author":44,"featured_media":228230,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[16,95],"tags":[],"class_list":["post-228229","post","type-post","status-publish","format-standard","has-post-thumbnail","category-news","category-news-ph","mauthors-azer-parrocha","mauthors-philippine-news-agency"],"_links":{"self":[{"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/posts\/228229","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/users\/44"}],"replies":[{"embeddable":true,"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/comments?post=228229"}],"version-history":[{"count":1,"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/posts\/228229\/revisions"}],"predecessor-version":[{"id":228231,"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/posts\/228229\/revisions\/228231"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/media\/228230"}],"wp:attachment":[{"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/media?parent=228229"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/categories?post=228229"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/canadianinquirer.net\/v1\/wp-json\/wp\/v2\/tags?post=228229"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
