REY BANIQUET\/PRESIDENTIAL PHOTO<\/figcaption><\/figure>\n<p><strong>MANILA<\/strong>\u00a0\u2013 President Rodrigo Duterte can declare martial law amid the spate of killings in Negros Oriental, Presidential Spokesman Salvador Panelo said on Thursday.<\/p>\n<p>\u201cHe has many options under the Constitution.
